Agricultural land of Russia: state of art, problems and ways of their solution

The state of agricultural land has been characterized both for the country as a whole and across particular regions. The analysis concerns the accomplishment of complex measures on perfection of land usage, envisaged in existing programs «Fertility». It shows that the scope of planned works absolutely contradicts the real situation in that sphere, requiring in the best case 30-40 fold increase of financial means from federal and regional budgets, in order to provide for positive changes in the state of agricultural land. Also considered were the sources of financing the program measures, which number essentially includes different funds for restoration, improvement and preservation of natural resources.

Presented methodical approach to estimating the effectiveness of state regulation in agricultural production employs a system of summarizing indicators; respective formulas for their calculation are given. The results of studying the level of state regulation were analyzed for production of main kinds of agricultural produce in the Republic of Bashkortostan.
