Approaches to Definition of the Average Price for the Real Estate as Basic Active of Derivatives

The article illustrates how average price indicator being the underlying asset of a property derivative contract can solve the problem of market heterogeneity in the real estate spot market. The analysis of current market data sources as a basis for index calculation takes place and the procedure pre-requisites are formulated. The main focus of the article is devoted to the international requirements for financial benchmarks and to current Bank of Russia policies aimed at normalization of derivatives market regulatory framework.

Debt Burden Indicators

We analyze two debt burden indicators - credit-to-GDP and debt service ratio. For that purpose we calculate equilibrium debt ratios on the basis of fundamental macroeconomic indicators and conduct international comparisons. We conclude that the current value of debt burden in Russia is likely to be close to the equilibrium or exceed it.

Identifying Systemically Important Banks on a National Level

According to the recommendations of the Basel Committee on Banking Supervision, in each country national approach to identifying systemically important banks should be developed. Beginning in 2014, actual national rules for the regulation of these banks have been undertaken in many countries. This article investigates the current methodological approaches to the identification and regulation of systemically important banks in the case of EU, UK, Denmark, Hong Kong and Singapore.

Incentive Schemes for Commercial Bank Employees Dealing with Bad Debt Collection

The article discusses the experience of formation the incentives system of staff engaged in the recovery of individual's debts in commercial bank. The importance of improving the efficiency of this category of staff, which determines the need for their incentive, is highlighted. The system of bonuses for employees engaged in the recovery of individual's debts is described, it can be based on a system of bonuses or individual key performance indicators (KPIs). The results of pilot project for the implementation of the bonus system for these employees, which was held in one of the commercial banks, are described.

Public Debt in the Muscovy

While there was already a public debt market in Medieval Europe, attempts to obtain of external financing came to an end with failure in the Moscow kingdom. On the one side, potential creditors, foreign governors and merchants, had no confidence to the Moscow authorities. On the other side, there were economic restrictions for public debt supply. The deficit of stable sources of income in a monetary form, the dominance of military expenses in a budget, features of forming of army, and also a form of state governance. The Russian Empire spent two centuries for elimination of limits on development of public debt.

Reforming Global Monetary Systems: a Retrospective and Current Analysis

The article presents an analysis of evolution of four world monetary systems in the light of their reforms. Based on retrospective and contemporary analysis, we identified the main reasons for those reforms. We also analyze transformation of the structural principles of the world monetary systems, including the basic currency standard, the role of gold, the exchange rate regimes, and the modern institutional structure - the International Monetary Fund. We looked into the particulars of the reforming of the Jamaican currency system. The above issues are considered from historic and philosophic contexts of the world monetary system science based on the renewal of the scientific school of international currency, credit, and financial relations.

Regional Economic Integration of Today: Key Trends and Challenges

The article presents an analysis of current trends in evolution of regionalization and in the monetary union construction. The decline of the intensity of the integration process has been defined, the main reasons for the slowdown of economic blocs was recognized, including developed countries policy in respect integration of the developing countries, the negative economic impact of the existing models of integration, the emergence of a number global regulators. It was determined that with the increasing of global challenges and problem of global imbalances the role of regional financing mechanisms to protect the local financial markets has grown. The main trends of the EAEU has found confirmation of the general conclusions of the article, especially in the creation of a number of regional financial arrangements: EFSD, RKDF, New Bank of BRICS.

The article analyzes the fundamental research on history and theory of the loan, carried out by the Professor O.I. Lavrushin in his monograph "Evolution of Credit Theory and Its Use in Present-Day Economy". The paper also provides an assessment of various scientific views on the credit subject, given by scholars from different countries at different time periods. Issues with the explanation of credit functions, principles and laws have been identified. A multilevel approach to research of the nature of credit has been proposed. The significance of credit theory for modern monetary policy has been emphasized.
