The article examines the scientific and legal basis of economic and monetary integration in the CIS/EurAsEC, its key achievements and challenges, it applies the theory of optimum currency areas, evaluates the prospects of Eurasian economic and monetary integration, offers practical recommendations for its further development. This analysis confirms the hypothesis of the absence of an optimal currency area within the CIS and denies the expediency of hypothetical formation of the monetary union within the EurAsEC at the present stage.

The article considers the issues of electronic money identification and differentiation between cash and cashless electronic money. The electronic money conception based on the idea of electronic and quasi-electronic mechanisms of the money turnover is discussed. It is suggested that the cash and cashless electronic money differs from each other by means of changing and handing over the material signs of information about claims to the electronic money issuer which are built in the material carrier of information. The scientific approach of the authors includes not only the terminology defined by the legislation on the national payment system and regulations but also a number of debatable concepts.

The article discusses monitoring of intraday liquidity of credit institutions. There is a comparison of intraday and instant liquidity of banks, including liquidity ratios for banks and nonbank credit institutions. Also it analyses the current international approaches to solve the problem of constructing a system of indicators of intraday liquidity and monitoring, taking into account the nature of banks involvement in payment systems. The article presents the viewpoint regarding the use of these approaches to determine quantitative criteria of payment systems foundation in the Russian Federation.
This issue concerns discussion about some methodical aspects of the evaluation process of banking products of credit institutions in Russian Federation. One of possible approaches based on the application of modern standards of ISO is presented, which have already been adopted in the Russian Federation as national standards in GOST R. Through a system of voluntary certification (based on the Association of Russian banks) market participants are able to offer, apply and compare their banking products by using one convenient order. In author's judgment, an important factor is the method of "benchmarking", which allows to compare the results obtained in a certain system of evaluation of banking products with other external evaluations of the same objects, providing increasing confidence in whole to the activity of credit institutions in the Russian Federation.

This article is devoted to establishing in Russia of criminal responsibility of heads of the credit organizations for fraud reporting. The author expressed opinion about the necessity of observance of some conditions in case of establishment of such responsibility that is necessary for the purposes of criminal punishment, the main of which is the prevention of crime. Special attention is paid to the correctness of the formulation of norms describing the objective side of the crime.
In the article the problems of small and medium enterprises in the Republic of Kazakhstan are considered and investigated. The author proposes some basic directions of financial, credit and investment support of business by the state, determines the major factors hindering the development of SMEs in the country and preventing their lending activities, proposes measures to minimize them. The results of the study may interest commercial banks.

The article focuses on the control function of the organizational and functional infrastructure (OFI) in the banks and problem existing when some parts of this function providing several control objectives are classified in the disparate divisions competence. Solution of this problem is in the field of improvement corporate governance practices. Management audit is the coordinating mechanism of design and control of OFI in a bank. It allows identifying and documenting management problems, receiving complex information about the development potential, measuring its losses risks.
