This article covers theoretical and methodological aspects of the competitive strategy planning in commercial banks as well as the specifics of the strategy implementation in the current market conditions. Below are analyzed different methods regarding achievement of the competitive advantage by the banks and their comparative efficiency. Based on the conducted analysis, the author's proposals for improvement of the efficiency of the bank competitive policy are suggested.
This article relies on empirical data to develop a classification of state-influenced banks. An estimate of such banks' combined market share by July 1, 2009 is suggested. We identify 53 state-controlled banks in Russia, including state-owned banks and state-governed banks. Public sector in the banking industry is not limited to the property of federal-level executive authorities or the Central Bank of Russia. It also comprises banks effectively controlled by sub-federal (regional and municipal) authorities, by state-owned enterprises and banks and by «state corporations». Altogether these banks account for 56 to 57% of all banking assets. Banks owned by public capital indirectly are the fastest-growing group among state-influenced institutions. Concentration grows within public sector of the banking industry, with top-5 state-controlled banking groups in possession of over 49% of national bank assets. We also contemplate a crowding out and erosion of domestic private capital whose market share shrinks. Effectively a return to a state-run credit system has been accomplished.

In article possible approaches to the organisation of supervision over payment systems in the Russian Federation taking into account the international experience and requirements of the Russian legislation and the saved up experience on the organisation of supervision over system BESP with use of a special analytical program complex are analyzed. Conclusions about necessity of the further development of toolkit of supervision over payment systems on the basis of the complex approach in coordination with problems of bank supervision and monetary and credit regulation are formulated. Application possibilities in the Russian practice of new directions of supervision over payment systems on the basis of studying of topological characteristics of payment streams are considered.
The article dwells on the causes and sources of crisis in the Russian economy and in the banking sector in particular. The author analyses the system of anti-crisis measures taken by the Russian Federation Government and the Bank of Russia and formulates proposals aimed at improving bank activities to ensure sustained socio-economic development of the country.

The article analyses Bank's for international settlements approaches to organizing of supervision of credit organizations and oversight of payment systems. The author came to conclusions that it's impossible to extend a paradigm of capital adequacy entirely over the assessment of payment systems' risks and that a paradigm of payment system's conformance to core principles for systemically important payment systems is insufficient in case of risks control on a basis of quantitative indicators. Also in article are examined alternative variants of oversight of payment systems, which are focused on formalized methods of risk assessment, and a use environment of such paradigms.
