Assessing the Interlinkage of Financial Indicators of Russia and EU Countries

The article deals with a quantitative analysis of causal linkages between Russia and the EU in stock, interbank lending and long-term sovereign bond markets in 2010-2013. A high degree of co-movement between Russia and EU countries in these markets is revealed. In this period Russia not only adapted to external impulses from EU countries, but also exerted certain impact on them, especially in long-term sovereign bond markets. The findings help explain the satisfactory resilience of the Russian economy in terms of the European debt crisis.

Credit market reflects a set of complex relationships of its subjects. The author considers that under present-day conditions the particular importance is obtained by the principle of metaregulation of the credit market, providing distribution of functions among the subjects of regulation, their coordinated operations and the constant development of the system of regulation in accordance with laws and the objectives of the development of the credit market.

IMF Governance Reform in the Light of the Decisions of G20 Summits

The article comprises an attempt to analyze the decisions made by the G20 to reform International Monetary Fund’s governance structure as one of its ongoing reforms that aim to strengthen its representativeness and authority as an intergovernmental monetary regulation institute through quota and voice reforms, tripling basic votes and changing Executive board’s structure and principles of formation.

Impact of Household Financial Literacy on Overdue Loans

This article presents the results of study of the relationship between basic, advanced and specific for Russia levels of financial literacy and the presence of overdue debt in the bank; by econometric modeling we have shown the relationship between financial knowledge and the value of overdue debt in the bank: those who are less financially knowledgeable are more likely to have overdue loans.

Regulation Reform of the Financial Sector in the European Union

The authors review key principles of European Financial Regulation System created after the 2008-2009 global financial crisis. Main structural elements of EFRS are analyzed, including adopted international standards, such as Basel III. The development of EU's Banking Union project is followed, as well as problems of European fiscal integration. Concluded, that the financial integration within the EU is a very complicated process, due to the fact, that the wide range of national interests are to be considered.

На современном этапе развитие малого и среднего предпринимательства в России - одна из важнейших задач. Малый и средний бизнес является основой экономик практически всех индустриально развитых стран: доля малого и среднего бизнеса в ВВП, как правило, составляет не менее 50%. В России вклад малого и среднего предпринимательства (МСП) в экономику страны существенно ниже - доля МСП составляет лишь около 21% ВВП; сектор МСП обеспечивает рабочими местами только 27% экономически занятого населения России, тогда как в ЕС и США - свыше 67 и 50% соответственно. В чем же основные проблемы развития малого бизнеса и какие возможные пути их решения, как сегодня работает с субъектами МСП Российский Банк поддержки малого и среднего предпринимательства - с просьбой ответить на эти вопросы редакция журнала обратилась к председателю правления ОАО «Российский Банк поддержки малого и среднего предпринимательства» (ОАО «МСП Банк») Сергею Павловичу Крюкову.

The Origin of Paper Currency in Latin America

Возникновение бумажной денежной эмиссии в Центральной и Южной Америке является одним из наименее изученных вопросов в истории денег. Отчасти это связано с тем, что ранние эмиссии носили спорадический характер, бумажные деньги выпускались без участия центрального банка (это обусловило и слабую историческую документацию первых выпусков). Банкноты как регулярное явление появились в Латинской Америке значительно позже, чем в других регионах мира, когда они уже стали повсеместным инструментом денежного обращения. Тем не менее в странах Нового Света прослеживались общие тенденции в истории бумажных денег: адаптация денежных стандартов метрополии, выпуск бумажных денег в качестве временного экстренного решения экономических проблем.

The Use of Financial Instruments to Develop Educational Systems in Foreign Practice

The paper explores indicators dynamics and institutional infrastructure development of student loans in the USA as well as in other economically advanced countries with high share of private education expenditures (United Kingdom, Japan). The author outlines stages of development, penetration and dynamics of securitization of student loans and credit risk levels of the respective instruments. We also discuss socially significant effects of extensive development of student loans.
