The present paper outlines the need for an algorithm of management of relations between banks and debtors who do not fulfill their credit obligations. Inability to pay in time is proposed as a formal criterion of potential risk of insolvency. A classification of debtors based on their solvency and good faith is proposed. Different models of relation management for each group of debtors are given. A classification of bank strategies is proposed. Unlawful strategies are described.

The article describes the problem of different understanding of the substance of the new means of payment developed by using new information and communication technologies, - electronic money, which in the Russian legislation known as electronic monetary funds. The analysis of different approaches and definitions is conducted. According to the authors, electronic money needs for a broader and accurate determination, description of their features, the main positive attributes, the problems that are not yet fully resolved and prospects of further improvement and development.

The article presents the results of anti-inflation policy, the role of monetary, budget and sectoral regulators, relationship between inflation targeting and economic growth.

The article presents the analysis of the main external risks that will affect the development of the domestic economy in the near future. The analysis takes into account the latest available statistics at the time of the study. The article show that expected this year the world economic environment and the global commodity markets situation will not promote but rather to hinder the development of the external sector of the Russian economy.
Recent developments in the world economy provide abundant evidence on the growth importance of factors favorable for the increase of investment activity. They are, first of all, savings surpluses, growing financialization of the global economy, active proinvestment policies of governments and central banks, changes in the structure of capital accumulation. However, these circumstances have offered little support to stimulate investment. Despite them, global investment has slowed notably in relation to the world GDP, and not reach the pre-crisis level. The flood of liquidity has disproportionally gone towards creating financial wealth rather than strengthening the real economy. The article attempts to prove that the dynamics of capital investment, especially in real capital, depends not so much in spare financial resources, as the demand on capital. In the end - on the intensity of production, changes in technological and institutional structure of economy, as well as quality characteristics and efficiency of the capital usage. The major factor which hampers business investments are prospect uncertainties, economic and political risks, general weakness of economic activity. Business reacts on this factor by the decrease of investment.
The article explores the history of the work of field institutions of the State Bank of the USSR, and also the role and importance of Management of field institutions of the State Bank of the USSR in the organization and development of the field institutions. The article identifies the activities of field institutions of the State Bank of the USSR in different periods of the Great Patriotic War. The article notes that the field network of the State Bank of the USSR in the postwar period underwent dramatic changes. Military bankers participated in the implementation of monetary reforms in East European countries and northeast China. They made operation with the trophy currency and precious metals. The need for Bank support of the troops demanded to keep a large number of field institutions of the State Bank of the USSR / Bank of Russia.

The article considers conceptual and structural features of the retail payment services market. It clarifies the term «retail payment services market» and covers four approaches to the use of the term «retail» to payment services. The market structure is presented in the form of entities, products and market operation mechanism. It includes entities NPC and other actors, payment services and payment instruments, institutional and infrastructural components of the mechanism.
The purpose of work consists in development of methodical approaches to forming of bank standards of refinancing of the credits to the non-financial organizations. In article by means of analogy, system approach and a dialectic method the analysis of programs of commercial banks for refinancing of the credits to the non-financial organizations is carried out. As a result the parameters of the standard of refinancing of the credits to the non-financial organizations are provided in a complex and requirements to values and characteristics of parameters are formulated.

The article studies the legal nature of the Central Bank of the Russian Federation as a legal entity and a subject of law. The aim of the research is to find new arguments in the analysis of the similarity between the theories of the legal nature of a legal entity and the theories of subjects of law. The conclusions drawn are aimed at the resolving of the dispute on the necessity of introduction and legislative fixation of the concept of a legal entity of public law, the Bank of Russia being one of the principal examples.

The article examines the effectiveness of the credit policy conducted by the State bank of the RSFSR under the New Economic Policy (furtherly referred to as NEP) from the point of view of its adherence to the M. I. Tugan-Baranovsky's economic growth theory. The research supports the idea that although in conducting the credit policy the economists at the State bank of the RSFSR took into account the needs of the real sector of the economy, they also took into consideration the theory of M. I. Tugan-Baranovsky. The using of this theory let increase the effectiveness of the crediting operations conducted by the State bank of the RSFSR in that period of time.
