The article deals with the analysis of the present state of training the managerial personnel in the Republic of Belarus. The author determines prospects of further work with the managerial personnel. Concrete measures for constructive development of cadre potential in the context of the challenges of modernity are suggested.
The article is devoted to the problems of administrative responsibility for minor plundering. Attention ispaid to the administrative and delictual legislation. The latter is compared with the norms of the Criminal Code concerning prosecution for plundering. Attention is drawn to the imperfection of some of the Code norms.

The legal norms on the competence and composition of the Council of the European Union (EU), general and special procedures for decision-making as well as forms of cooperation of the Council with other EU bodies are examined. Judging from the analysis of audit legislation and law enforcement the author states that the specific feature of legal regulation of civil responsibility in audit activity is the absence of special norms that establish conditions and limits of responsibility of parties of a contract for undesirable conduct from the point of view of current legislation. In this article the division between rules and principles of what may be called social principles against new constitutional regulations on private property rights and free market principles are discussed. The ways legal regulations under the exclusive domain of public lawhave been incorporated and redefined within a new form of constitutional law in the Russian Federation, the Republic of Belarus, and Ukraine are analysed. The reconsideration of how a particular aspect of what had been hitherto within the domain of public law as regards private law (incorporated as constitutional norms and principles) transformed the party-oriented tendencies of Soviet jurisprudence, at least partially, to a form of legal instrumentalism is presented.

Theproblem of spirituality is one of those humanitarian concerns, the special importance of which is realized to the same extent as the difficulties it presents for its scientific solution. But this does not mean that the problem of developing and maintaining spirituality of the nation and an individual is irrelevant. Safety of sovereign Belarus is connected not only with the energy independence and transition to the rails of innovation development. Quite on the contrary: innovative processes, ensuring the interests of the country and people are inextricably connected with the moral and spiritual component. Therefore, the problem of spirituality attracts attention of scientists, artists, educators, the clergy, public officials and politicians - all those who are concerned with the level of culture of the society and the prospects of its development.

The article deals with legal regulation and reforming the sphere of state registration of economic entities both in the Republic of Belarus and abroad. The author reveals legal regulation of legal relationship in this sphere in the Republic of Belarus, describes some of the aspects of reforming this sector both in the Republic of Belarus and abroad. The reason for writing this article was the author’s participation in the seminar on the issues of business registration and functioning of the international web-portal to support business registration. The seminar was organized within the framework of the project of the international technical aid “The Application of E-government by Public Administration Bodies as an Instrument for Solving Particular Problems of Small and Middle-Size Enterprises in the Rural Area of the Baltic Region” (Egoprise) (Reg.
