Development of the executive personnel pool listing officials with advanced level of professional competence who will be able to carry the country to the leading world positions is viewed as a key factor for sustainable development of the Republic of Belarus. Fulfillment of this objective requires considerable increase in quality of executive personnel training. A special role in this is allocated to the Academic Methodological Association for Managerial Education that comprises 21 national universities. The Association has achieved substantial results in mainstreaming executive personnel training system, elaborating scientific and methodological support, implementing innovative educational techniques and teaching methods and etc during the eight years of its work life on the premises of Academy of Public Administration under the aegis of the President of the Republic of Belarus. Today the Academic Methodological Association faces new tasks. Their accomplishment will have a positive impact on national economic and innovative development.

It is believed that preference should not be given to any of the components of the triad «past - present - future». The twenty years history of the Academy of Public Administration could be reconstructed from different points of view. For example, one may: 1) emphasize the «history of the issue», 2) analyze the experience of performance, or 3) focus on the formation of a potential image of the educational establishment. As «history of the issue» knowledge of the previous development is necessary to avoid unnecessary repetition and mistakes. Another aspect of the previous development study concerns the analysis of the success environment which takes into account not only the activity contents but also the ways such activities and innovations were organized. This was discussed in the article by Professor A. Shrubenko «The Academy of Public Administration under the Aegis of the President of the Republic of Belarus: from the Origins to the Future» (Проблемы управления, 2008, № 1 (26)). Here the author presents his vision of the methodology that will ensure the fulfillment of the demands claimed by the Head of the State to the Presidential Academy, to the leading cadres. On a systematic basis the author considers the issues of public administration proper, of the essence of the notion «the higher educational establishment of all higher educational establishments» and the movement of the Academy of Public Administration towards the new quality standards as a top priority, of the gifted and talented as a source for replenishment of the public administrative elite, of the practice-oriented public administration training, of the facets of leaderships in public administration education.

The industrial revolution of the XVII century dramatically increased the role of raw materials. In the modern industrial information society the situation has radically changed: the main factors of production development have become industrial competitiveness, economic feasibility, the pace of innovation in technology. These factors, in turn, increasingly depend on the state of knowledge and intellectual capacities of personnel. Advantages of the states are growingly less determined by natural resources or cheap labor and are growingly more determined by technical innovations and competitive use of knowledge, or by both of these factors at the same time. The future belongs to the countries whose people use the information, knowledge and technology most productively. The better training of specialists capable of adapting to changing conditions and technologies throughout their lives, the more effective economic development of the country is.
