The article discusses advantages of electric operation in comparison with the diesel one and substantiates the need for power systems of existing Belarusian railways in order to get a significant commercial, social and ecological effect.
Topical issues of housing construction in the Republic of Belarus in connection with the country’s demographic indicators are considered. The author substantiates the conclusion that when constructing an optimal system of building reproduction from the position of supply and demand, reducing the risk of overproduction and underloading of production capacities, it is necessary to take into account the entire set of production-investment, infrastructure, institutional, financial factors with the orientation towards the application of various mechanisms of interaction between the state, population and private business.
The assessment of cooperation between the Republic of Belarus and the Russian Federation in the economic and political fields, security enhancement issues, scientific and technical, investment and innovative development, coordination of states in the international arena is given. It is shown that a number of key institutions of the Union State are unique. The model of integration of both states is based on voluntary and equal bases. The process of rapprochement is taking place within the framework of all-European and global processes and trends, while both states preserve their sovereignty. Specific data on the implementation of joint projects in the field of engineering, construction, agro-industrial complex, cooperation in the military field, spheres of culture, science, education, medicine, etc., as well as measures taken to prevent the production and circulation of fake and counterfeit products are given. Potentials for the cooperation development within the framework of the Union State are considered.
The article is based on the analysis of the resolution on Belarus, announced by the European Parliament on November 24, 2016. The main points of the resolution are compared to the real political processes taking place in the sphere of diplomatic relations between Belarus and the EU. The article reviews the main problems of cooperation in the field of electoral legislation, human rights, diplomatic contacts and capital punishment. The research also contains brief information on some recent actions in the framework of the cooperation.
The article contains information on cooperation between Belarus and Russia in the trade and economic sphere (supply and sale of raw materials and food products, seeds, plant protection products, feed additives, etc.), in the field of innovation (agro- and biotechnology, test systems, Enzyme and veterinary drugs, planting material, etc.), the scientific and educational sphere (publication of educational literature, scientific conferences and internships). Thanks to this interaction, the efficiency and competitiveness of agricultural production is enhanced.
The article substantiates the methodology of forming the model of a woodworking enterprise marketing activity on the basis of a complex set of modern tools and methods of production and marketing analysis. It allows generating management decisions on the basis of a complex system of strategic analysis and managing marketing activity of the woodworking enterprise effectively.

A simulation model for assessing the aggregate level of the organization’s competitiveness is presented. Interval expert assessments of the local indexes of competitiveness are used as the input parameters’ model. The results of calculations allow to carry out a comparative analysis of competitiveness of organizations as well as to monitor the dynamics of integral and local indexes. The model and the calculating program can be used for real management problems and in educational process.
The article shows that Belarusian-Russian main partnership priorities, being the basis of the Union State, are reflected in the journal «Проблемы управления» (“Problemy Upravlenija”; Management Issues). For scientists and politicians from both countries the journal serves as a platform for exchanging interaction experience between state and executive authorities concerning such issues as economic and social problem solving, regional management, industries and individual enterprises administration, as well as a methodological base for developing senior management training practices. The development of interregional cooperation of the member states of the Union State is viewed as one of the most important areas of their interaction. Specific examples of cooperation between educational and scientific organizations of Belarus and Russia on the implementation of innovative projects are given. The main priorities in the field of scientific and technical cooperation between Belarusian and Russian scientists are listed.
The article provides information on the structure and volume of industrial and agricultural products supplies of Grodno region to the Russian Federation in 2016-2017. There is also information on the cooperation ties of regional engineering works with Russian enterprises. Grodno region high-quality milk products are in great demand with Russian consumers.
The article considers the system of state management of the national innovation system on the basis of structural and functional analysis and defines its main features. It reveals, strengths and weaknesses of NIS, as well as key socio-cultural factors that influenced the establishment and development of the national innovation system of the Republic of Korea on the basis of the SWOT analysis. Due to the exhaustiveness of the over-taking model of a scientific and technical progress it is necessary to search for new points of innovation development. The practical significance of the obtained results lies in demonstrating how the consideration of cultural features can be effectively used while forming a national innovation system.
The article stresses the importance of chemical production both for the economy of the Vitebsk region and the Republic of Belarus as a whole. It shows the results of the conducted study on the formation and movement of material flows of chemical products in the Vitebsk region, which allowed to determine the features of their organization that are necessary for making sound management decisions while forming supply chains of chemical products.

The article considers technologies of recruitment and placement of personnel in the higher education institution. The results of the analysis of the psychological research on the selection of the personnel reserve of managers in the institution of higher education using the method of principal components, as well as the rotation of factors by the Varimax method, are presented. The authors propose a solution to the problem of forming a qualitative, highly professional staff of pedagogical workers. Recommendations on the improvement of the current system of personnel management are given.

The article is devoted to the analysis of the problems and contradictions of the economic system of global capitalism and the search for an alternative model of the development of the society. Modern world processes are considered from the standpoint of turbulence, uncertainty, increasing risks and socio-cultural inequalities, the crisis state of the society as a whole. The main contradiction of capitalism is revealed, which consists in the impossibility of securing its long-term interests without an expansion of the capital in space. Having spread to the whole world, capitalism has lost new zones of expansion and thereby sharply narrowed the possibilities to solve its problems by taking them out. Empirically proved the proximity of the existing system of global capitalism to the exhaustion of its capabilities and the achievement of the limits of development. As a consequence, the process of global social transformation and the entry of mankind into a new era of changing development models is gathering strength in the world. As an alternative, non-market, post-economic civilization is proposed as a relatively distant goal, the path to which is likely to lie through a mixed, socially oriented economy, through an integration of market and non-market factors, competition and commonwealth, efficiency and equity, private and common interests, individuality and collectivity, self-organization and organization - these, although contradictory, but not mutually exclusive entities.

The article considers some modern management technologies on the basis of the theory of restrictions, balanced scorecards, Lin technologies, “six sigma” model for the creation of new business models which provide implementation of the enterprise strategies on the creation of sustainable product and service competitiveness. The main driving forces and the reasons for the necessity of the development of new business models are systematized.
The article gives arguments for a gradual transition from public administration to public management (“service providing state”). This determines the necessity to develop a system of public assessment of the effectiveness and performance of public administrators in particular and civil service as a whole.
The article presents the author’s view on the development of the Belarusian economy. The modern state of innovative activity of enterprises is revealed, the existing sources of financing innovative projects are presented. The contents of crowd funding as a source of innovative projects’ financing are revealed, the use of crowd funding technology in foreign countries and its application in the Republic of Belarus are given. A model for financing innovation projects using the mechanism of crowd funding, which helps to reduce transaction costs for investment management and ensures the delivery of innovative projects to the stage of their introduction and output to the Belarusian and international markets is proposed.
The article identifies four types of organizational structures, depending on the degree of centralization and bureaucracy in management. It defines the influence of each particular structure on the creativity of the organization and its receptivity to innovation and shows the impact of external and internal factors on the structure of a particular type and, respectively, the organization’s creativity.
The article considers the problems of the attitude of a person who has reached the retirement age to his own professional work capacity. Representatives of this age category are given the choice: to continue working or to take a decision on its completion and live off the state's funds. Understanding of the functional capabilities of persons of retirement age and processes occurring in the human body during this period plays an important role in the formation of retirees' own attitudes towards their new status. Therefore, the attitude of society to retirement age requires a more detailed analysis.
The number of problems connected with public transport service provision escalates from year to year. The traffic way does not allow simultaneous passage of vehicles that ensure the delivery of goods and transportation of passengers. This leads to congestion and reduced speed. The citizens’ search for an alternative to public transport only aggravates the problem and creates preconditions for the deterioration of the ecological situation in the region. To solve this problem, it is necessary to intervene in the process of organization of public transport services and the adoption of new organizational solutions. In particular, it is proposed to create a specialized structure for the management of the transport process, which should be given the appropriate authority. This will allow coordinating the work of passenger carriers, improving the quality of transport services and increasing the demand for transportation, and positively affect the ecological situation in the residential place by reducing the total amount of emissions from mobile sources.
The article outlines some of the issues of shaping the image of administrative bodies’ management. Based on experimental data, it provides information about the image as a subjective reflection of reality and a systematic holistic education of administrative bodies’ managers. It also describes the features of forming the image of a manager.
Transition from an administrative system to a management one assumes changes of management methods. In this context due to limited natural resources, the personnel potential in the system of state and economic management should be oriented towards their effective use. That is why the author proposes to discuss one of the possible variants of the methodology for such a transition - the transition from branch management to technological (cluster - formation of holdings) as a basis for the effective functioning of the organization.
The article shows that modern development of economic and cultural ties between Belarus and the Orel region is rooted in the mists of time. The author expresses the view that the peoples of Belarus and the Orel region will have a single origin, similar culture, life in a single state, a shared history of military exploits, a separate milestone which is the Great Patriotic war. At the present stage, the Republic of Belarus and the Orel region continue effective modern enrichment of the cultural, economic, scientific and recreational benefits. Cooperation in the areas of agriculture, construction, engineering, as well as in education is actively developing. The Academy of Public Administration under the aegis of the President of the Republic of Belarus and the Orel branch of the Russian Academy of National Economy and Civil Service under the President of the Russian Federation are institutions-partners.
The experience of the construction of the Union State of Belarus and Russia is analyzed, its role in the Eurasian integration processes and its significance for the Eurasian Economic Union are considered. The main achievements in the allied construction over the past twentieth anniversary and the problematic issues in bilateral trade and economic cooperation have been emphasized. The need to completely remove obstacles and restrictions in mutual trade within the framework of the Union State and the EEA, as well as the special importance of deepening the production cooperation between Belarusian and Russian enterprises, including the creation of joint import-substituting industries capable of producing products for export, are underscored. The principal importance of expanding effective joint production at the regional level, creating the most favorable conditions for the development of interregional trade and multilateral cooperation is noted. This factor is not only economic, but also social, as it shows concrete benefits of integration. The general conclusion of the article: The Union State is consistently moving step by step along the path of multiplying the practical results that serve the socio-economic development of Belarus and Russia, improving the quality of life of the two peoples.
The article analyses the legal system of the Union State and grounds the necessity of equalization of national legislations with the purpose of ensuring the unity of legal regulation of similar legal relations in the member states, aligning the status of Belarusian and Russian citizens. It also notes the problems in the sphere of legal support of integration processes, which require urgent solution.
This article explores the remuneration mechanism in the sphere of culture in Ukraine. It is noted that the remuneration mechanism is an important object of state control. It also discusses the specifics and general principles of cultural workers’ remuneration in Ukraine and analyzes cash compensation in the form of fees in the field of cinema art. The conclusion is that salary in the sphere of culture is one of the lowest compared to other sectors of the national economy of Ukraine and, therefore, it loses its stimulating effect on the employee. In this regard, it is necessary to improve the remuneration mechanism in the sphere of culture in Ukraine using the methods of state regulation.
