The paper deals with historical aspects for development of the department of theory and practice of public administration of the Academy of Public Administration under the aegis of the President of the Republic of Belarus for 20 years of its existence, including the issues of staffing, perfection of educational process and scientific activity.

The paper reflects the state of economic development of Kaliningrad and Brest regions. a mechanism is proposed for the assessment of the economic situation of the regions based on a set of classified indicators (according to their importance).

The paper analyzes internal causes of the financial crisis of 2008: imperfection of financial alert system; deterioration in the current account balance of the nation and increase in the national currency exchange rate; decline in securities quotations and foreign capital outflow from the stock market; collapse of the real estate market; decrease in basic goods export. the article also describes anti-crisis measures of the korean government: activities to stabilize the financial market and to facilitate recovery of the real economy; implementation of urgent reorganization; employment creation and improving labor market; activation of investment by improving the business environment; extention of financial support and export support for small and medium-sized enterprises. the article shows that the level of economic freedom after monetary and financial crisis has decreased due to strong government intervention in the economy which significantly hindered rapid recovery of the national economy. The main result of the korean government’s fighting with the crisis is the fact that despite the decline in the growth of the national economy after the global financial crisis economic freedom of enterpreneurs and consumers were maintained and even further extended.
The paper provides comparative analysis of the law on prevention of offences. taking into account the existing in criminological science approaches analyses, it considers the main provisions of the law of the Republic of Belarus of 04.01.2014 № 122-Z “On the principles of Crime prevention”, which enters into force on 16 april 2014.
Theauthor briefly outlines the structure ofparticipants of a “colour revolution”: ordinary citizens (crowd) - radicals (the militants) - “managers” - leaders - investors that rely on external support. the paper also considers practical tasks, mainly in the information sphere through which the state can counter the “colour revolution”.

The paper presents the author’s point of view on the role of entrepreneurs in the development of medium business, recommendations on the implementation of business activity in this area. successful development of medium businesses is mostly determined as a phenomenon of german which are particularly pronounced in the state of baden-Wurttemberg located in the south-West of the country. at the end of the XIX century south- West Germany was the poorest part of Europe (lack of minerals, agriculture, industry). however, in subsequent decades, despite the consequences of the two wars, which set back the development of the region in years ago, it enters the group of the most developed regions of Europe. this was achieved mainly at the expense of medium- sized enterprises with the economic rebound which made it possible. these enterprises (“Mittelstand” - medium business), and today is closely associated with the term “Wirtschaftswunder” (economic miracle) - with economic recovery in Germany after 1945. main attention in this article is given to the actors on the midsize businesses that have been able to implement all this.

The paper considers theoretical, organizational and legal foundations and core components of the model of training state employees in the Republic of Belarus. it determines some features of creating educational environment, describes the leading role of the Academy of Public Administration in this process.
Based on the structure analysis and the constitutional status of the public prosecutor’s office as the subject of national security, the author states expediency of allocation in the Concept for National security in the republic of belarus public prosecution bodies as an independent subject of national security. this offer is also justified by specific examples of public prosecution bodies activities: coordination meetings on fight against crime and corruption, practical and preventive work. the research results of the public prosecutor’s office as a subject of national security has allowed the author to suggest a new formulation of tasks for the public prosecutor’s office in the Constitution of the republic of belarus.
