The article analyzes legislation, scholars’ viewpoints and the practice of interpreting adopted legal acts by public authorities. Attention is drawn to existing shortcomings, in particular, prosecution of entities and individuals when they acted in accordance with the response obtained from an official, but not approved by the superior body and also the discrepant interpretation of adopted legal acts, disputes over the range of agencies one can apply to in order to get explanation of certain legal acts, etc. It also underlines the need for the improvement of existing legislation and introduces some relevant proposals.

It investigates the features that characterize civil service legal personality of public authorities, its concepts and essence in a theoretical context. It summarizes theoretical regulations on civil service legal personality of public authorities, analyzes the standards and their internal components, which characterize public authorities as the subjects of civil service law. It draws a conclusion that public authorities have all the components required for civil service legal personality. Their legal personality depends on the legal status and the scope of authority established by the Constitution and other legal acts. Civil Service Law as an independent field of law is the main means of ensuring the implementation of state power and governance. All public bodies are the subjects of this right, and have the peculiar characteristic features, internal components, and intragroup classification.

The article gives a comparative analysis of the most common tools for assessing the competitiveness of market entities at macro- and meso-levels. It shows methodological and applied problems of their usage with regard to transformation economies. It suggests the principles of parametric estimation of the competitive potential and competitive advantages of entities at the level of industries and cross-industry clusters in conditions of emergent markets’ functioning.
