The article considers the results of the study of marketing activity organization at the woodworking and furniture enterprises in the Republic of Belarus. It gives a comprehensive assessment of the level and effectiveness of marketing activities at the enterprises. It shows that marketing as an activity is not yet fully separated and hasn’t been formed into an independent unit at most enterprises.

The article discusses the development of a new legal phenomenon, generated by information processes in the state-legal sphere - legal information. Achievements of domestic and foreign legal science and a comprehensive study serve as the basis for a more detailed and in-depth study of legal information in the state-legal sphere. The analysis of the work of domestic and foreign lawyers made it possible to distinguish several stages in the formation and development of this category and to identify the specifics of each of the stages. It tells about the need for further studies of this phenomenon and search for a more complete and precise definition.

The article analyzes legislation, scholars’ viewpoints and the practice of interpreting adopted legal acts by public authorities. Attention is drawn to existing shortcomings, in particular, prosecution of entities and individuals when they acted in accordance with the response obtained from an official, but not approved by the superior body and also the discrepant interpretation of adopted legal acts, disputes over the range of agencies one can apply to in order to get explanation of certain legal acts, etc. It also underlines the need for the improvement of existing legislation and introduces some relevant proposals.

On the example of Russian agriculture, which periodically undergoes various structural transformations, the article shows that any structural changes in the organization, especially its transformation (reforming) cause serious mutations from a psychological and behavioural points of view. Reframing allows different interpretation of certain problems and finding new solutions, which is especially important in current Russian market environment.

The article analyzes the activity of public authorities as the subjects of Civil Service Law. It investigates the features that characterize civil service legal personality of public authorities, its concepts and essence in a theoretical context. It summarizes theoretical regulations on civil service legal personality of public authorities, analyzes the standards and their internal components, which characterize public authorities as the subjects of civil service law. It draws a conclusion that public authorities have all the components required for civil service legal personality. Their legal personality depends on the legal status and the scope of authority established by the Constitution and other legal acts. Civil Service Law as an independent field of law is the main means of ensuring the implementation of state power and governance. All public bodies are the subjects of this right, and have the peculiar characteristic features, internal components, and intragroup classification.

It shows methodological and applied problems of their usage with regard to transformation economies. It suggests the principles of parametric estimation of the competitive potential and competitive advantages of entities at the level of industries and cross-industry clusters in conditions of emergent markets’ functioning.
