Not only does the Constitution of the Republic of Belarus safeguard the rights and liberties of man and citizen, it determines that state bodies, officials and other persons who have been entrusted to exercise state functions shall take necessary measures within their competence to implement and safeguard them. The Public Prosecutor’s Office, acting within its competence, occupies an important place in the public mechanism for protecting rights and liberties of citizens. Prosecutors’ tasks in exercising supervision over the implementation of laws aren’t determined once and for all; they change according to the development of economic, social and political processes that take place in the state and society.

It is noted that there is no uniform understanding of law implementation and law enforcement in the legal literature. Law implementation is a dynamic developing system of interconnected cycles (stages). The necessity to adopt laws on state inspectorates, on republican state authorities is grounded. The following forms of law implementation are considered: observance, application, fulfillment, administration.

The statistic analysis of life quality dynamics in Belarus over the last 5 years based on the Internet life quality indices (LQI) has been carried out. The paper shows the intermediate informative insufficiency of the analysis in question. Therefore, the fundamental concept of L-risk is offered both for life quality analysis and working out standards of its regulation. The authors consider it expediential and forehanded to set the Presidential programme for working out a core problem of the analysis and life quality improvement of all levels of population of Belarus in 2011-2015.

The article deals with the issue of administrative decision-making processes relating to the safety of critical objects. The application of theoretical and legal approaches used in the public administration theory and in the management theory is offered as a solution to the issue. Principal managerial decision-making processes relevant to the issue under consideration have been identified based on such approaches, as well as on the analysis of current rules of law. In addition to substantial specifications provided, the structured decision-making algorithm has been offered.

The article considers issues of interconnection between legality, law and order and legislation. The results of the legislative activity of the deputies of the fourth convocation of the House of Representatives of the National Assembly of the Republic of Belarus are pointed out. The main ideas of the national legal doctrine in the rule-making, law-making sources, stages of the legislative process, legal and organizational support of the legislative process are being analyzed. The authors study the results of interaction between international and national law in the framework of globalization and formulate proposals for improving efficiency of the legislative activity.
