The article is devoted to the study of the Austrian state structure over the period of the constitutional reforms of 1860-1867 which have led to final demise of absolutism. It is shown that this period was a separate stage of legal history of the “uniform empire” of 1852 - 1867. Throughout those years Austria did not follow the way of federal division of the territory, but the state building acquired federalistic character. As a result of the extensive analysis of the constitutional legislation, legal features of the state structure of the Austrian monarchy have been identified.

The paper considers the correlation of the main provisions of the exchange rate theories based on practical requirements. It has been proved that a key criterion for integrating different views on the nature of the exchange rate is the time aspect. The methodology of developing an integrated theory allowed it to be expanded, including new models explaining exchange rates as a reflection of specific areas of reality.

In the history of science, there are many beautiful legends, supported not by collective memory of the heroic past, and the malice of the specific fraud. In the history of the monk Roger Bacon and Francis Bacon, the Lord, we have just to deal with the case where the beautiful legend hides not legendary facts. Two Bacons are divided by three centuries. But ideologically they are close and inseparable as Siamese twins. Their intellectual closeness causes more surprise than admiration. The situation is so confusing that gives or mysticism, or a hoax. As modern science rejects the transmigration of souls, we have to accept the hypothesis of the latter explanation. The author raises some fundamental questions about the authorship of some fundamental ideas on which is based a building of modern science and insists on the existence of a “conspiracy” of Lord Bacon towards the monk Bacon.
