The author examines the content, features and types of the legal regime and analyzes in detail the legal regime in administrative law. The author substantiates the transformation of the administrative legal regime in the conditions of the information society development through the broad introduction of the openness principle of the public authority activities, the involvement of citizens in the conduct of public affairs, and the formation of a legal basis for the administrative regime, taking into account the regulatory impact assessment.

ALTERNATIVE INSTITUTIONS: INTRODUCTION OR ADDITION?

The article shows the effect of a mechanical implementation of market institutions in redistributive socio-economic systems based on the developments of Russian institutionalists. The conclusion about the need to consider the provision of public systems of alternative institutions not through their introduction, but through their addition is made. A specified definition of the main types of ownership (private and public), provided by the author, allowed to designate as a complement to the institution of ownership in the aggregate of skills, knowledge and abilities.

ANALYSIS OF STATE RESPONSE MECHANISMS IN THE IMPLEMENTATION OF JOINT PROJECTS OF INTERNATIONAL TECHNICAL ASSISTANCE IN THE FIELD OF STATE BORDER SECURITY

The article analyzes the main areas of reforming the State Border Service of Ukraine and cooperation of the border agency with international organizations and donor countries on the provision of international technical assistance. Taking into account the changes in the Concept of Restructuring of the State Border Protection, the main mechanisms of the state response that contribute to improving work with international organizations have been identified. Their influence on various aspects of the operational and official activities of the State Border Service of Ukraine is investigated. The causes and errors that arose in the process of implementing international technical programs are analyzed.

The article is devoted to studying the conceptual bases of the state policy of Ukraine in the field of providing veterinary medicine by management personnel. The basic content of the notion «state staffing policy in the field of veterinary medicine» was formulated as strategic activity of veterinary authorities aimed at search, professional development and efficient use of staff resources with the aim of ensuring national interests in the sphere of veterinary medicine». The subjects and objects of state staffing policy in the field of veterinary medicine of Ukraine have been identified. The main aim and the basic goals (social, institutional, economic and organizational) of the modern state policy of Ukraine in the sphere of providing veterinary medicine by management personnel were elaborated.

It provides a set of measures to strengthen the competitiveness and sustainability of the market development of agricultural production on the basis of structural adjustment, improvement of living conditions and demographic situation in rural areas, investment activity increase and advance of state regulation.

CURRENT ISSUES OF ADAPTATION OF MILITARY UNITS’ SPECIALISTS TO PROFESSIONAL ACTIVITY

The article is devoted to current problems of adaptation of military units’ specialists to professional activities. The results of socio-psychological research, the purpose of which was to determine the adaptive potential of specialists and to develop effective correction and development programs are presented. The emphasis is put on the expediency of the appropriateness of recording the individual-specific features of the adaptive potential of specialists, in the interests of rational rotation of personnel, which provide an effective solution of official tasks in ordinary, special and extreme conditions and preserve their health.

EURASIAN TRENDS OF THE REPUBLIC OF BELARUS IN WESTERN GEOPOLITICAL DISCOURSE

The article examines the assessment of Western geopolitical discourse of the place and role of the Republic of Belarus in the modern Eurasian space. It singles out the main directions of this discourse. It is noted that the geopolitical space connected to the Baltic and the Black Sea, is the most important priority of geopolitical confrontation for the West.

FINANCIAL EQUALIZATION OF UKRAINE INTER-TERRITORIAL DISPARITIES IN THE DECENTRALIZATION PROCESS

The article discusses the mechanism of financial equalization of territorial disparities in the budgetary resources distribution. The growth rate of transfers and Ukraine local budgets revenues, the share of Ukraine government budget transfers in the local budgets revenues, the proportion of intergovernmental transfers in the structure of local budgets revenues are investigated. The differences of the new model of intergovernmental relations and the alignment system, introduced in Ukraine in December 2014, regulatory and legal changes in the regulation of local budgets and intergovernmental relations are analyzed. The recommendations for improvement of the fiscal equalization mechanism in the context of decentralization processes are proposed.

The article considers the current state of innovative activity in the Republic of Tajikistan, the resulting problems and ways to solve them. The analysis carried out within the framework of the study shows that the share of high-tech industries is declining in the republic. It was revealed that the state of innovative activity in the national economy of Tajikistan does not meet modern requirements.

LEGAL REGULATION OF LOSS CALCULATION

Economic and legal methods and methods of calculating losses are considered. The possibility of applying mathematical formulas for calculating the amount of losses is considered. A proposal to approve a general methodology for calculating lost profits in the national legislation of the Republic of Belarus is made.

MANAGEMENT OF ECONOMIC INTEGRATION IN POST-SOVIET AREA

The article analyzes the process of forming and functioning of economic integration as a factor of well-being of state in line with modern global trends of economic integration as the basis of cooperation in the framework of the Eurasian Economic Union. It carries out a comparative analysis of two models: the European Union and the Eurasian Economic Union and identifies the key factors for the successful management of economic integration development. It also considers options for the development of the Eurasian Economic Union and reveals the advantages and narrow problem fields of the Eurasian Economic Union, as well as expectations of the member states.

The article contains statistical data reflecting the leading position of the Minsk region among the regions of the country in the production of basic types of industrial products, crop production and livestock. This, as well as the location of the region at the intersection of the main transport routes, the presence of nature reserves and cultural monuments on the territory provide a high export potential of manufactured products, strengthening of business and cultural ties with the countries of near and far abroad, development of tourism business.

POLITICAL CROWDSOURCING AS AN INNOVATIVE ELEMENT OF INTERACTION BETWEEN CITIZENS AND AUTHORITIES

The article assesses the prospects for using such an innovative form of political participation as political crowdsourcing. It became possible due to the wide dissemination of network information technologies. The modern forms of political crowdsourcing in various countries are considered, its strengths and weaknesses are indicated. The possibility of its use both at the national and local level is analyzed to improve the effectiveness of interaction between citizens and authorities, create conditions for constructive political participation and develop elements of e-democracy in the domestic political system.

PUBLIC DIPLOMACY AND «COUNTRY BRANDING» AS SHARED TOURISM PROMOTION STRATEGIES

The country branding strategy is an instrumental tool that allows fixing its image in international markets. The impact, now increasable through modern communication strategies, the use of social networks and ICT, tends not only to set the image but also to influence the perception of tourists and investors through a positive experience about a destination. This article aims to analyze its relationship with public diplomacy and high level of versatility, especially in the case of countries with less specific weight in the international arena. Ecuador underwrites its brand through the positioning of accurate messages in international markets. In addition, for a proper work of these external messages, a modern governance system with legal framework that projects security, an efficient information system and an institutional framework that enable the exercise of tourism activities are needed.

The achievements of the Republic of Belarus in various fields of science and technology are noted, priority areas of scientific and technical activity for the near future (until 2020) and for the period until 2030 are indicated, on the basis of which national programs of various levels are formed and their financing is carried out. The measures taken by the State Committee for Science and Technology of the Republic of Belarus to enhance innovative activity and dynamic development of high-technology sectors of the national economy are considered. The role of international cooperation as an instrument for the development of the national economy is noted.

SCIENTIFIC FOUNDATIONS FOR IMPLEMENTATION OF NATIONAL INTERESTS, STRENGTHENING SOVEREIGNTY AND INDEPENDENCE OF THE STATE

The article shows that the concept of «national interests» in the modern interpretation reflects the diversity of material and spiritual needs that ensure the dignified existence and sustainable development of all subjects: the individual, public organizations, the society as a whole and the state. From the analysis of the national security concepts of the CIS member states and other states, a conclusion is made about the same methodological approaches in determining national interests, which are based on establishing the relationship between the interests of the individual, society and the state, differentiating their interests in political, economic, scientific, technological, spiritual, information and other spheres.The need for coherence of program documents in the sphere of national security of the integrating countries, as well as assessing the threats to national security in the scientific and technological sphere, is being actualized. The article provides the examples of the positive dynamics of the development of the national interests of individual member states of integration associations in case these interests are subject to common humanitarian values.The forecast of the key directions of ensuring national security in the scientific and innovative sphere, which will allow to resist the influence of the world negative tendencies, unite society and set the direction of the «vector» of evolution is presented.

SCIENTIFIC SUPPORT OF PERSONNEL MANAGEMENT PROCESSES IN CIVIL SERVICE SYSTEM

Based on analysis of 177 theses defended in 9 scientific fields and 30 scientific specializations in Belarus and Russia from 1998 to 2017 the dominating methodological approaches to personnel management in the system of civil service, planning and realization of individual career development paths, institutionalization mechanisms and civil servants’ motivation were revealed. The research was conducted with the use of methodology developed by the authors, in which the priorities of the theses mentioned were taken into consideration. It was found out that while assessing civil servants’ effectiveness for the benefit of a public organ, the criterion “cost/effectiveness” must be complemented with interest groups’ satisfaction scores. The stream waves’ structure of theses defenses on the topic of Personnel Management was identified. The proportion assessment of Doctoral and Candidate’s theses and scholars’ scientific fields and research methods priorities was conducted. Predictions as for the further development of this research area are provided and they take into consideration Human Resources Departments’ requirements. Validity, depth and width estimation of scientific support of new principles of Personnel Policy and State Programs is realized via case examples. Typical problematic issues of practical work of Human Resources Departments of 87 Belarusian organizations were identified.

THE ANALYSIS OF SOCIO-ECONOMIC SECURITY

In the article, socio-economic security is defined as the state of the economic system that allows it to develop dynamically, efficiently and solve social problems, while the state has the opportunity to develop and implement an independent economic policy. The three most significant parts of the state social and economic security are singled out: economic independence, which, given the position of the modern world economy, is not absolute; stability and stability of the national economy, including the protection of property in all its forms, the formation of stable conditions for business activities, etc.; the ability to progress and self-develop in a modern, actively developing world.

THE DOMINANT OF LEGALITY, PATRIOTISM AND THE PROTECTION OF THE AUTHORITY OF MAN

The article highlights the role of the House of Representatives of the National Assembly of the Republic of Belarus in the legislative support of national interests and their promotion in international and inter-parliamentary activities to strengthen the sovereignty and independence of the country. Legislative priorities on issues of security, economy and social sphere are accentuated. It is emphasized that, largely thanks to the efforts of President A. Lukashenko, a strong, effective state power has been created. The most important result of the established in the Republic of Belarus the dominance of lawfulness, patriotism and concern for the authorities about man is civil peace and order, the absence of interethnic and interfaith conflicts, and the provision of legal rights and freedoms of citizens. The author notes that the National Assembly builds up its international and inter-parliamentary activities in the mainstream of the Belarusian diplomacy, relying on the extensive legal framework of international cooperation and the fundamental norms of international law. Consistently peace-loving, independent policy of Belarus in foreign policy, its creative impulses from respect for sovereignty, non-use of force, peaceful methods of conflict resolution are receiving increasing support in Europe and the world community, including in parliaments and parliamentary structures, the article concludes.

THE SIZE AND AGE STRUCTURE OF CHINA UNTIL 2050

The article analyzes the demographic and socioeconomic situation in China which provides the bases for calculating the scenario forecast of the age and sex structure up to 2050. The author studies the growth of the number of elderly population and the reduction of the number of employable citizens in 2015-2040. The predicted data on the total number of children of preschool age are also studied.

TO THE QUESTION OF INVESTMENT PROCESS MANAGEMENT IMPROVEMENT IN THE REPUBLIC OF BELARUS

The article is devoted to the formation and development of the investment process in the Republic of Belarus. The article emphasizes that the investment process is an investment by an investor with a view to acquiring a long-term economic interest at an enterprise that ensures the control of the investor over the object of capital placement. Direct investments include both the initial acquisition of property abroad, and all subsequent transactions between the investor and the enterprise in which the capital is invested. In this connection, investments need state management. The economic effect of direct investment is reduced to an increase in the aggregate world production due to a more efficient redistribution and use of factors of production. It should also be noted that many developing and transitional economies retain restrictions and barriers to foreign investment, seeking to protect domestic producers in the domestic market. For example, they set limits on foreign ownership in local enterprises, tightly regulate the export of profits, and regulate foreign exchange transactions.The author concludes that in order to further advance the investment process, the state needs to develop indicative plans for attracting investments with the orientation of entrepreneurs on the most important areas for the Republic of Belarus. At the same time, the state, for its part, should indirectly regulate investment processes.

PUBLIC POLICY AS A TOOL OF COMBATING STIGMA AND DISCRIMINATION ASSOCIATED WITH HIV/AIDS

The role of public policy in solving the problem of stigma and discrimination against people living with HIV/AIDS is investigated. The attention is drawn to the fact that the stigma and discrimination of people living with HIV/AIDS is a systemic social problem. An important role is played by public policy as an effective tool for fighting against stigma and discrimination connected with HIV/AIDS. It is shown that using of public policy instruments helps to reduce stigma and discrimination against people living with HIV/AIDS. The success is possible under the joint efforts of the state and society
