The article deals with six items of juridical nature which were announced by “The Declaration of Independence” of the National Council of Azerbaidzhan. The first juridical document of our independence was “The Declaration of Independence” – the first juridical act binding the constitution. The paper also highlights main principles of sovereign, democratic and legal state: distribution of power, national power, legal norms of fundamental rights and constitution which provided free development for all citizens of Azerbaidzhan irrespective of their nationality, religion and social class.

But investigations in the 1990–2010 showed that people's religious needs weren't supported by background knowledge in religions which they were ready to follow and which traditionally existed in the region. The task appeared to be wide-scaled and demanded a search for complex decisions which would make its performance possible if to connect joint efforts of religious and secular institutions.
