KNIZHNIKOVA O.
The article discusses the activities of the Minsk regional library named after A. S. Pushkin in 2016 on the projects that position it as a social institution of culture. A number of projects had a social focus and were aimed at the satisfaction of social interests of specific social groups. Thus, the project «Great together» was focused on the work with troubled families. The socio-educational project «Autism» has encouraged the interaction of parents who have children with autism and specialists. The library project, implemented jointly with the socio-educational institution «Center for the Support of Cancer Patients “For Life”» was aimed to promote social adaptation of cancer patients. Spiritual-educational activities of the library in the Year of culture were presented in the Festival of Orthodox culture «Kladez». The main activities carried out by the libraries in the Minsk region in 2016 include active advertising of books and libraries, spiritual development of young people, conservation of the rich spiritual culture and high moral ideals. A number of events held by the district libraries were devoted to the anniversary dates of their famous countrymen. The article gives examples of the librarians’ wide range of activities and campaigns on the promotion of the increasing role of reading and popularization of Belarusian literature. These activities contribute to the social consolidation in search of the ways to solve significant problems.

The article considers preserving and actualization of traditional crafts as one of the acute problems of traditional culture. The dialectic of the notion «craft actualization» suggests that, on the one hand, it means the change of craft object characteristics due to the change of the environment of a modern man, and, on the other hand, it is the change of the environment to the format of craft objects. The stages of actualization include updating the deployed processing chain to restore the causality of the process of creating a craft object: «assign - material - shape - technology - aesthetics». It also gives examples of the variations of mainstreaming the handicraft items of the past to the present, summarizes the possible options for such actualization as a condition of maintaining the traditional culture and stresses the importance of this process in the context of the development of modern society.
BOHDANOVICH O.
The article examines the interaction, mutual influence and interpenetration of the two cumulative elements of a spectacle: spectators and public events. A mass performance is viewed as a communication system for interaction between social actors in the chain «individual-society», a system of expressive and dynamic effects and methods of the purposeful involvement of the viewer in the action with the pre-calculated result and as a significant element of society. The research deals with the processes, which take place while working on a festive event. The author introduces a new concept of «conscious» sight. For example, the cultural events held in the Grodno region in the framework of the year of culture, showed the possible way of combining entertainment and education so that they do not irritate the viewer. A number of activities (traditional folklore festival «Viartanne Yes Vytoki», «Anenst Fair», «Fair Svec»; the revived «Holy Linaro»; music festivals - «Holy Music Ceslava of Namine» dedicated to the composer M. K. Oginsky) were focused on the preservation of historical heritage and the development of a patriotic initiative. An innovative approach was demonstrated during the festival of national cultures. It was reflected in the change of the traditional formats of events, revision of the festival space, creation of new episodes (ethno concert, an evening of alternative music).
VALAKHANOVICH S.
The article stresses the importance of students’ participation in artistic and creative activities of the Academy of Public Administration under aegis of the President of the Republic of Belarus for the development of professionally significant personal qualities of future managers and their readiness for management activities. It shows that educational work at the Academy develops creative activity of students, forms their social thinking and organizational-managerial competences and provides facilities for a more complete manifestation of their creative potential. The example of successful participation in different social projects proved that students’ ability to perceive and solve a problem systematically is developed thanks to their communication and teamwork skills, which they acquire while taking part in artistic and creative events held in the Academy. It concludes that cultural creativity in the academic and educational work contributes to the formation of an independent, socially active person, able to make decisions and bear responsibility, constantly develop and actively participate in real life situations.

The article discloses the issues of the formation and functioning of an education cluster of higher education institutions (HEI) relevant to innovative development of society. It defines conceptual basis for its formation, the original methodology based on the General theory of cluster formations introduced by M. Porter. The author defines the educational cluster of educational institutions, principles of its formation and criteria of its effectiveness and discusses the development of academic mobility of students in terms of partnership in the sphere of innovative activities within the framework of the educational cluster «School-HEI-Science».

The article introduces a system of interrelated criterion models of different categories of educational service consumers (applicants, undergraduates, employers, young specialists) based on methodological approaches to revealing tendencies of customer satisfaction used in the world practice. Each model includes criteria and indicators of evaluation that are important in the process of monitoring and sociological research in assessing the quality of higher and postgraduate education. Their use in practical activities will allow making sound management decisions in this area.

The article considers the role of culture in general and libraries in particular in the preservation and enhancement of the cultural capital of Belarus. The initiatives of the Gomel regional library are considered as one of the innovative forms of work on promotion of national cultural values with the use of the innovative forms (art projects, literary projects, school, video conferences, quests, etc.).

A cultural component of social development is regarded as one of the main reasons and conditions of society. It defines the personality in modern information age in the course of historical development, forms and regulates a «norm’s vector», which is the most important element for coordinating social development that provides protection from possible destructive deviations. The article explains the growing importance of one of the most important functions of the cultural component in difficult socio-economic conditions - the continuity and development of spiritual values created by previous generations. Media culture, media and the content of the national Internet resources become the main tools for the development of a cultural component of social processes. The importance of information technology in transforming traditional culture into modern forms of life is especially great nowadays. At the same time, there is reorientation of the information function of the media into the influence function, focused on the impact. Due to this, they play the role of the mass effects in management of social processes and thereby ensure the national security of the state.

The article analyses some aspects of the Belarusian legislation on public procurement from the perspective of norms and principles’ sufficiency for regulating relations in the field of public procurement. It offers and substantiates the new principle of public procurement implementation i.e. the principle of proportionality. Its practical usage will allow excluding the cases of excessive requirements to the participants of public procurement procedures, evaluation criteria of bids and the disproportionate establishment of requirements to the subject of public procurement.

The article is dedicated to the modern development processes in the Eurasian integration regarding influence of the world oil crisis. The article examines theoretical and practical aspects of ideological work in the Republic of Belarus, the reasons for the growing interest in the issues of ideology of the Belarusian state, the need for a common category framework describing the ideology of the state. The article defines the concept of public-private partnership in the field of culture and considers the possible areas of cooperation between the state and the private sector in the process of preservation of historical and cultural heritage. The authour identified the models and forms that can be used in the process of interaction between state and private business in the sphere of culture on the basis of the analysis of the main stages in the formation of the PPP mechanism in the Republic of Belarus and their contents. The implementation of PPP projects in the sphere of culture will bring social benefits such as new services for the population with the best balance of price and quality, reconstruction of historical and cultural monuments, creation of new workplaces, increase of employment, and rise of tax payments into the budget.

The article considers the problem of the development and transformation of the concept «legal monitoring». It analyses legal acts adopted by the state bodies of the Republic of Belarus, which regulate social relations in various spheres of public life, including education and culture that have increasingly become the object of managerial and political attention. It also considers international acts, implemented in the legal field of the Republic, which contain the definition of the term «monitoring».

The article shows that in accordance with the tasks that are set at the state level for the organizations of culture, libraries are a powerful tool in the spiritual education of the citizens of our state. Since ancient times they are the centers of information and education. However, modern libraries are not only guardians of books and other information resources, but also the organizers and perpetrators of numerous events, the purpose of which is to conserve a distinctive, rich cultural heritage as a part of European culture. The example of the Zhitcovichi centralized library system demonstrates the basic directions of this work i.e. the promotion of literature, reflecting current events of the public life of the country, formation of regional information resources; local history work, including literary history; the preservation and introduction of national holidays and ceremonies. All this will allow fulfilling one of the most important tasks i.e. to preserve the historical memory and to teach younger generation to love and respect their native land, language, and national culture.

The article considers the activities of the media as a social and cultural communication resource of state and society connection. The author analyses the philosophical retrospective of understanding the phenomenon of information, starting from the ancient culture. Researching the role of media in the social and political system of modern Belarus is based on a legal framework that ensures the realization of the communicative function of the media. A significant place in the publication has been given to the analysis of social and cultural media themes.

The article under consideration outlines a method of constructing personal development trajectory of specialists included in the staff reserve. The method consists in the development of a rational plan of enhancing knowledge, abilities and skills taking into account the time constraint succession candidates face. The problems of linear programming and search for optimal allocation of homogeneous objects are also solved.
MARCHANKA V.
The article provides the authour’s projects on the implementation of social and cultural initiatives held to benefit a sustainable development of the Krasnopolsk region with the focus on the support and encouragement of the rural people’s innovation activity in the sphere of culture. The initiative «Krasnopol Arbat» is a new model of a socio-cultural partnership, which helps all the segments of the population to organise their free time in the way which enables actualization of self-creative individuals and the use of valuable local resources. The developed project «Resurrect the Forgotten» is aimed at using the potential of remote and sparsely populated villages that bear local culture and ensure the continuity of traditional culture by forming the creative communities.

The article analyses the definitions of the term «constitutional-legal norms» given in the legal literature and identifies their strengths and weaknesses. It gives the author’s position on this issue: the definition of the term «constitutional-legal norms» should reflect the procedure of their adoption, warranty of the government on their implementation, nature of social relations regulated by them, features of the sources in which they are given. Consequently, the author introduced his own definition of the term. The analysis of the literature also suggests that there is some divergence of opinion among experts on the question of peculiarities of the constitutional-legal norms - both in quantitative and qualitative terms. According to the author, the following important features were omitted: high political potential inherent in the standards; some constitutional and legal norms also act as sources of other branches of law. It is concluded that the problem of constitutional-legal norms needs to be further studied by scientists in order to acquire a generally-accepted definition. That will contribute to the development of the Constitutional law.

The article specifies the concept «operational intelligence», describes its main mechanisms and substantiates its leading role in making decisions in problem situations. It gives the results of the experimental study aimed at revealing the principles of forming an operational image of a problem situation in the process of managerial decision-making. It also describes the individual features of the manifestations of the operative intelligence established on the basis of the analysis of goal setting and the ability of the subject of activity to structure a problem situation image.

The article shows that in recent years the development of international relations is increasingly connected with the processes of globalisation and internationalisation of economic, informational and human life. The analysis of literary sources showed that the issues of national security are becoming increasingly important and are the focus of the theory and practice of international relations. The paradigm of international relations changes following the changes in the world and is crucial for the formation of the principles and methodology of construction and operation of the national security system. Thus, global problems cannot be solved only by the efforts of large states; the status of the international organisations and small countries therefore rises. A monopolar world is changed by the multipolarity of the international relations.

The article discusses the outcomes of the V Anniversary International Forum «Traditional Culture as a Strategic Resource of Sustainable Development of Society» (11-15 of April, 2016, Mogilev) for preserving and updating traditional culture, defining strategies to support the development and preservation of its traditional forms and the role of government and cultural institutions in this process, as well as the development of international cooperation in this direction.

The article summarises information about the work of the Minsk regional Museum of local lore (the town of Molodechno, Minsk region), focused on the identification and development of local artistic and cultural traditions, promotion of artistic creativity, creation of modern cultural centres in small towns, use of historical and cultural assets to instill a sense of patriotism and national pride in the youth. The article focuses on the exhibits and collections of the Museum which are examples of national pride, as well as exhibitions and other events organized in the framework of the year of culture in Belarus, confirming ethnic and cultural identity of the Belarusian people. These activities reinforce a positive image of Belarus in the international cultural community.

A basic structure of monitoring the Belarusian potash industry’s export potential has been developed. The basic structure provides identification, structuring and comprehensive analysis of the key industry factors for the external economic development. The model of export potential as a dynamic system functioning in the framework of potash oligopoly has been developed. The state of the oligopoly is determined by a complex interaction of internal and external factors and can be expressed in a system of dependencies, describing the technical potential of the industry and existing limitations on its full implementation in the external markets.

The article considers management reforms from the standpoint of administrative reforms. It shows that the features of administrative reforms (their types) are determined by the stability of the political system of the state. The features of the major types of management reforms (functional, procedural, structural) are also presented. It outlines the problems of reforming the economy of the Republic of Belarus in terms of implementing innovative projects, dissemination of corporate governance and suggests the possible ways of overcoming them. The emphasis is made on the peculiarities of management in the sphere of cultural activities.

The article shows that the year of culture in the Minsk region was full of many diverse activities, projects, which were aimed at providing high-quality affordable cultural services, establishing high-quality cultural environment and equal conditions for the creative activities of all social groups and instilling patriotism in young people. It provides examples of cultural and leisure activities of cultural institutions and latsch groups, finding new socially relevant forms of work, and discusses the problems of preservation and development of folk artistic culture in the modern world.

The article presents the main activities carried out in Minsk within the framework of the year of culture. They include not only traditional festivals (international festival of Yuri Bashmet, puppet theatre, theatrical art «TeArt», Minsk international film festival «Listapad», the Republican festival-fair of crafts), but also some new forms of media: festivals of national cultures, festivals of street theater and street musicians, «Jazz Saturdays Near the City Hall», «Classical Music Hall», etc. The year was also marked by a large-scale celebration of the anniversaries of the Belarusian classics, restoration and reconstruction of historical and cultural sites. The venue of cultural events was not only the traditional concert and theatre scene and museums, but also the territory of the Upper city as integral part of the cultural-historical potential, and open spaces in other parts of the city. A positive outcome of this work was the manifestation of the uniqueness and richness of Belarusian history and culture, confirmation by the city of Minsk of its status of «cultural crossroads».

The article analyses the development of the legislation on the responsibility of officials within the administrative and labor law. Attention is drawn to administrative responsibility in the sphere of the protection of historical and cultural heritage. It investigates the position of academics and legal practitioners on the validity and lawfulness of instituting administrative action against legal entities and gives the ideas of scientists-administrativists about these issues. The article analyses the practice of a penalty application in specific categories of cases and makes proposals for improving the current legislation on administrative liability of officials. Particular attention is paid to the responsibility of the members of the collegial body of the legal entity that takes decisions.
