The article observes the dynamics of the situation and the position of the sides in the development of the most important Baltic transit corridor in Eastern Europe. Russian Federation own port facilities creation results on the Baltic Sea and role decreasing tendencies of Lithuanian, Latvian and Estonian ports are reflected. On this background the increase of the rivalry of the cargo calling in from Belarus is marked. The valuation to the state’s efforts of the region for inclusion into growing market of transcontinental container traffic between China and the European Union is given.

The article gives the results of the project on the creation of an innovative electronic educational and methodical complex (EEMK) on the subject “the Belarusian language: professional language” for students majoring in “Public Administration and Economics”. EEMC helps to solve several educational tasks in the process of language training of specialists in the field of public administration: in the short term it will give students necessary knowledge on the discipline, develop an adequate level of linguistic competence in terms of bilingualism and increase their level of self-education.

The message of the publication is: 1) the attitude to the past is the key to the future; 2) while working to preserve the identity we should constantly develop; 3) ideally, the Academy of Public Administration under the aegis of the President of the Republic of Belarus is the national pride and heritage of the state.

The article deals with the analysis of several modern humanitarian theories which, as the author shows us, possess utopian characteristics and cannot be implemented for different reasons. The orientation on shallow social interactions and consumerist values forms individuals who are unable for persistent and systematic labour, unique self-development and self-realization. These are modern mediocrities. As an alternative, the author promotes an eudemonic tradition, which has various theoretical and experimental confirmations, thus enabling practical realization of some advantages of the given conceptions as a concomitant result.

The article considers the position of Ecuador on the issue of international cooperation, primarily with the countries of Latin America: collective security, effective international protection of human rights and sovereignty. It analyzes the part of the Constitution of the Republic of Ecuador concerning international law. It is shown that it evolved taking into account the documents adopted by the UN General Assembly. It stipulates that international relations should serve the interests of the Ecuadorian people, and public policy begins to act as a guarantor of rights. The author concretizes and clarifies the trends and characteristics of international cooperation as part of the governmental activities. He analyses the structure of the concept of “responsibility to protect” and draws the conclusion about the necessity of creating new forms of collective security that will protect vulnerable groups of the population.
