The article observes the dynamics of the situation and the position of the sides in the development of the most important Baltic transit corridor in Eastern Europe. Russian Federation own port facilities creation results on the Baltic Sea and role decreasing tendencies of Lithuanian, Latvian and Estonian ports are reflected. On this background the increase of the rivalry of the cargo calling in from Belarus is marked. The valuation to the state’s efforts of the region for inclusion into growing market of transcontinental container traffic between China and the European Union is given.

As an alternative, the author promotes an eudemonic tradition, which has various theoretical and experimental confirmations, thus enabling practical realization of some advantages of the given conceptions as a concomitant result.

The article considers the position of Ecuador on the issue of international cooperation, primarily with the countries of Latin America: collective security, effective international protection of human rights and sovereignty. It analyzes the part of the Constitution of the Republic of Ecuador concerning international law. It is shown that it evolved taking into account the documents adopted by the UN General Assembly. It stipulates that international relations should serve the interests of the Ecuadorian people, and public policy begins to act as a guarantor of rights. The author concretizes and clarifies the trends and characteristics of international cooperation as part of the governmental activities. He analyses the structure of the concept of “responsibility to protect” and draws the conclusion about the necessity of creating new forms of collective security that will protect vulnerable groups of the population.
