Cognitive Leadership Problems in Scenario Management

The author discusses the possibilities of using causal mapping to predict the quality of scenarios formed on its basis. Four types of managerial position are identified which are realized in the structure of the causal map and in qualitative specificity of development scenarios of management projects. Peculiarities of cognitive deficits realized in the process of the scenario planning are discovered. The conclusion is drawn about the need to develop cognitive leadership as one of leadership forms.

Cross-Border Water Use in Russia: New Administrative Challenges

A new view in the study of cross-border water use problems in Russia is offered. Geographical conflictology is regarded as a possible scientific platform to develop effective mechanisms in managing cross-border basins. The authors note that, under conditions of re-sovereignization, development of geographical conflictology (geoconflictology) can serve as an adequate response to already existing and new challenges, those in contact zones between Russia and adjoining states included.

The author holds that this approach allows to reveal the totality of meanings, values and other individual characteristics of responsible and clear-sighted leaders and this impacts on the development and implementation of managerial scenarios.

From Sectoral to Inter-Sectoral Economy

According to the author, the mechanism of production activities in Russia at present corresponds to a similar mechanism of industrially developed countries in mid - late 19th century. Therefore, the transition to a new mechanism of production activities turns into a priority development goal of Russian economy. This transition supposes a change of the reproduction process, elimination of contradictions between production and consumption, transition to inter-industry inter-firm cooperation, replacement of branch-based type by inter-sectoral type of Russian economy.

HR-Management in For-Profit Organization under Nonstationary Economy

The Institutional Component of Cluster Structures Development

The paper presents fundamental cluster institutions, examines key parameters and factors underlying the institutions. Several hypotheses are advanced about the correlations between the parameters and factors within each institution, which have been tested in enterprises of the instrument engineering cluster of the city of Ekaterinburg, Russia. The results obtained are demonstrated in form of correlation dependences, which allow to make conclusions about factors of control action in cluster institutions.

The results of institutional reforms for economic activities, employment, unemployment as well as labour costs are evaluated.
