The main problems of alternative energy industry development in Russia, topical for national conditions, are generalized. The experience, prospects and flaws of green energy economy in foreign countries are researched. The need to design Russia’s own approach to development of this industry is substantiated.
The author discusses the possibilities of using causal mapping to predict the quality of scenarios formed on its basis. Four types of managerial position are identified which are realized in the structure of the causal map and in qualitative specificity of development scenarios of management projects. Peculiarities of cognitive deficits realized in the process of the scenario planning are discovered. The conclusion is drawn about the need to develop cognitive leadership as one of leadership forms.

A new view in the study of cross-border water use problems in Russia is offered. Geographical conflictology is regarded as a possible scientific platform to develop effective mechanisms in managing cross-border basins. The authors note that, under conditions of re-sovereignization, development of geographical conflictology (geoconflictology) can serve as an adequate response to already existing and new challenges, those in contact zones between Russia and adjoining states included.
The approach to development of managerial scenarios based on conditional dichotomy of modern management — like order and chaos, linearity and non-linearity, rationality and irrationality, etc. — is highlighted. The author holds that this approach allows to reveal the totality of meanings, values and other individual characteristics of responsible and clear-sighted leaders and this impacts on the development and implementation of managerial scenarios.
According to the author, the mechanism of production activities in Russia at present corresponds to a similar mechanism of industrially developed countries in mid - late 19th century. Therefore, the transition to a new mechanism of production activities turns into a priority development goal of Russian economy. This transition supposes a change of the reproduction process, elimination of contradictions between production and consumption, transition to inter-industry inter-firm cooperation, replacement of branch-based type by inter-sectoral type of Russian economy.

By the example of Krasnoyarsk region, he shows the problems faced by oil- oriented regions, defines the marginal localization costs of the oil complex, proposes measures to enhance the development of related industries.

The article analyzes the development of regional innovation systems and high-tech clusters in EU countries. The model of EU regional classification is unveiled as well as peculiarities in distinguishing regions of different levels. The role of clusters in the development of innovation economy is shown. Conclusions are made about the dependence of regional innovative development on the economic policy practiced on the level of countries, regions, and the supranational system of the EU.

The author addresses the origins of strategic and scenario planning, in particular theories of military battles, military officials’ opinions about military scenarios and their implementation. He exposes the main principles and elements of scenario management system, and asserts that a scenario and analysis of scenarios represent a method of describing an eventual sequence of events in the future, not a forecast.
Various aspects of scenario approach application to strategic marketing management are analyzed. Alternatives of scenario approach are proposed when devising the strategy of market-oriented organizations, as well as a typology of strategic marketing management scenarios.

The article shows how elements of structural analysis are applied to determine Russian economic growth factors. The authors propose to change the dominant approach used in economic policy and focus a new growth model on domestic consumption and, later, on gradual increase of investment expenditures. General conclusions are formulated to trigger economic growth in Russia taking into account structural constraints and regional development specifics.
The psychological fundaments of role and competence distinctions between the chief’s and leader’s functions in project activities are discussed. The author shows that a significant part of these functions is ambivalent, and only few personalities who possess the ability to mobilize all main professional, intellectual, spiritual resources can combine them.

It is stated that the parameters of leader’s capital, leader’s conditions, self-acceptance and acceptance of others, trust to the world, adequate self-appraisal help the leader make a free choice of the optimal scenario of company management aimed at achieving organizational targets in uncertain business environment.

The paper presents fundamental cluster institutions, examines key parameters and factors underlying the institutions. Several hypotheses are advanced about the correlations between the parameters and factors within each institution, which have been tested in enterprises of the instrument engineering cluster of the city of Ekaterinburg, Russia. The results obtained are demonstrated in form of correlation dependences, which allow to make conclusions about factors of control action in cluster institutions.
The author examines problems related to the institutional crisis of employment policy in Germany and Hartz institutional reforms of 2003–2005. The results of institutional reforms for economic activities, employment, unemployment as well as labour costs are evaluated. The causes of failed labour market reforms and the need to change the employment policy in Germany are investigated.
