Crisis as Reason for Contracting Social Transfers: Vagueness of Notions and Criteria for Decision Making

The author shows the vagueness of the notion of crisis in science and legislation, the failing requirements addressing research into its causes, and absence of public comparisons of alternative anti-crisis measures. This, according to the author, determines the need to fill these gaps on scientific and applied, also on legislative levels, among other things in order to protect the population’s living standard from eventual inefficient regulation errors under growing “ultra-new poverty” in Russia.

GIS Monitoring of Commuters’ Loss Time (the case of Moscow suburb-Moscow route)

The first results are presented which were gained thanks to using an original methodology of continuous GIS monitoring of loss time by Moscow suburb commuters travelling to their Moscow workplace. The method is described of capturing, accumulating, storing and processing GIS information obtained from Yandex Map and Yandex Jams platforms. Time distribution of trips duration is given depending on the time of day, weekday, also the monthly dynamics over June–September 2016. Further prospects of the methodology and future research plans are discussed.

“Hard Discounter’s” Scorecard Formation for the Russian Market of Grocery Retail Chains

Specific features in the development of “hard discounter” trade format among foreign retailers are investigated as well as its applicability in Russia. The profile of a foreign consumer of “hard discounters” is compared with the profile of today’s Russian consumer. The need to synchronize global and Russian trends in the food retail market is substantiated, directions aimed to improve the given format in Russia through a marketing mix structure are proposed.

Intergovernmental Fiscal Relations: From the Past to the Future

The authors show the evolution of inter-budgetary relations regulation over the 2006–2015 period, examine the potential of regional powers redistribution between regional governance levels. On analyzing the Russian practice of granting inter-budgetary transfers, inventory of uncompensated receipts to the budgets of Russian Federation’s constituents, the authors formulate their recommendations aimed at optimizing the types of inter-budgetary transfers.

The actual gas transport routes through Ukraine and bypassing its territory are analyzed. The EU and U.S. stance on the projected Nord Stream 2 gas pipeline construction is unveiled.

Production Forces and Products of Postindustrial Development Period

The target of postindustrial period is defined: production of product variety of different quality with a set of consumer properties, which satisfy small consumer segments. Production forces of intellectual labour in industry are developed. Shifts in K. Marx’ model of production forces are demonstrated. The author holds that the development degree of productive forces is characterized by fabrication of product of different quality, and the expenditures are determined by the consumption of capital transformed into depreciation income.

Quantitative Measurements of Modern University as Brand

The notion of university brand is analyzed proceeding from possibilities and limitations of quantitative measurements. The methodology applied by the 2017 Russian University Ranking is regarded, the grounding for the use of any given indicators in a related rating bloc is presented.

Scenario Management as a New Management Paradigm

The authors’ reasoning is built on comparative evaluation of scenario and strategic management in terms of being “better” or “worse” in a series of key similar attributes.

Scenario Method of Development: Dynamic Capabilities of Production Clusters and Foresight

The notions of scenario management, dynamic capabilities and foresight competences are compared. Foresight competences as a component of dynamic capabilities of urban production clusters and individual enterprises are analyzed. It is shown that foresight competences are closely connected with the capabilities of urban production clusters and companies in recognizing development chances and development challenges, in investigating and choosing possibilities for re-configuration, and in accomplishing the re-configuration itself of resources.

Managerial competences that help adopt and implement decisions under uncertainty are detached, in Russian companies these competences are called tolerance for stress. Practical examples are cited. The Role of Banks in the Revitalization and Development of Industrial Production

Bank- and market-based systems are addressed that differ in the sources of enterprises financing as well as in the role banks play in them (in the first case they influence the industry directly, in the second case the influence is implied). The role of banks in crises caused by both cyclical and non-cyclical logic of origin is identified. Examples of banking system effectiveness in revitalizing industry and the economy as a whole are offered.

The Role of Knowledge Base in Scenario Management

The author holds that scenario management can be presented as operational conditions-dependent management. In the framework of the above paradigm the author states the following: in case these conditions are known and scantily changed, the stress on management is minimal and the scenario is realized under balanced and hard conditions; in case the conditions of activity have serious uncertainties, then, in the course of designing possible scenarios, risk management based on enterprise knowledge base turns into the most important process.

What Kind of Management Do We Need?

The specificity of management as system of managing people in individual and collective processes is addressed, the difference is traced between aims and targets of management on the stages of managing individual and collective processes. As a fundament for successful management, the author proposes to regard management as a unified system in which management of individual processes and that of collective processes are hierarchically intertwined.
