Theoretical models, the practical experience of enterprises and regions as well as mutual influence of strategies and projects of regional and corporate levels are discussed in the article. Тhe internal rate of return (IRR) is the most widely used efficiency indicator of investment projects. The author examines its negative estimates given by Russian and foreign researchers; he holds they are not proper. Examples quoted as a proof of the author's statement show that in case multiple IRR values appear as a drawback they surge only if the indicator is applied erroneously.

One of the reasons why Russian small business is stagnating lies in lacking financial resources. The author analyzes all possible sources of funding this sector of economy and draws the following conclusion: required resources for small entrepreneurship can be offered by credit consumer cooperatives of citizens and by agricultural cooperatives. In contract to banks with their profit orientation, the main target of a consumer cooperative is social development of the enterprise.
