Application of the fundamentals of HR management in the education system for students

In the article the problem of absence of students' interest in increasing the level of their knowledge is presented. The reasons of such phenomenon are established: they are insufficient differentiation of knowledge evaluation and lack of necessary motivation. Cluster of shipbuilding and ship repair: potential and opportunities

Some objective background for forming shipbuilding and ship repair clusters in the Primorye Region is presented. The members of the cluster cooperate with the help of close contacts and according to designed projects. The author gives recommendations concerning creation of units in the cluster's organizational schemes (center of the cluster, production unit, institutional unit, scientific unit, science-driven unit) for the Primorye Region.

Criteria assessment of the development of domestic scientific organizations

The article presents the results of a study of trends in the development of 835 domestic scientific organizations in 2013-2015. The authors developed a methodology for assessing the development of scientific organizations, based on the following development criteria: growth of current performance; growth of performance indicators; building up resource potential. The authors make the conclusion about absence of positive development trends in most scientific organizations, though in certain periods they show high or satisfactory results.

The concept of rural environmental management is determined. The concept of ecological management of rural areas is introduced. It is shown that the introduction of environmental management systems can be a powerful factor in the sustainable development of rural areas.

The author suggested the use of a systematic approach to the management of economic growth of agriculture on the basis of the tool complex. The author developed the contents of instrumental management card and strategic initiatives for management of processes of economic dynamics at the stages of sustainable economic growth and new quality of growth of agricultural production. On the basis of economic and mathematical modeling the author determined values of indicators in the management of economic growth of agriculture.

The article substantiates the necessity of multistructure of the agrarian economy of Russia, it is emphasized that the peculiarities of the forms of managing agricultural producers should determine the scope of their best application. At the same time, it is necessary to take into account regional conditions: natural and climatic, industrial and economic, life-style, the traditions of the rural population, etc., because they greatly influence the possibility of effective use of certain forms of agricultural production in these territories. The authors point at the importance of improving economic relations between economic entities of various forms of management, the use of various models of integrated, cooperative structures in agro-industrial production.

Possibilities of using indicative management in the implementation of state programs

The article analyzes the effectiveness of implementing state programs in the social sphere of Russia. The comparison of the dynamics of the values of the target indicators of state programs with various international indices characterizing the functioning of the corresponding branch of the social sphere is given. Main methodological problems of implementing state programs are determined, and the use of indicative management for their solution in social organizations is justified.

The article deals with applied aspects of using the method of analysis of information support for management by the example of a specific structural unit of an organization that provides IT services. The presented experience of using elements of reengineering to optimize business processes related to document circulation clearly shows that even in a small department it is possible to reveal hidden reserves that minimize the amount and time of technological procedures for document processing.
