The economical, geostrategic and natural potential of the Baikal Region determines the baseline conditions for identification of development tools, allowing the region to become strategic in the national economy. This paper presents the analysis of institutional conditions of decision making in respect of the Baikal Region in the context of priority of preservation of the lake Baikal ecosystem. The current analysis of searching of instruments and technologies for justification of influence of building hydropower industry objects in the transboundary basin of the Selenga river (together with the existing system of consolidated actions of governmental, scientific organizations and society in the international negotiations) could be used in the development of technologies of actions to reach the goal – formation of strategic position of the Baikal Region.

The paper reviews the strategic role of green environment as core element of city life and current health problems of people who live in big cities, including megacities. Approaches to quantitative analysis of green space are summarized. Results of statistic analysis of green space imbalance in Moscow are presented. Directions of green space development facing city management peculiarities are outlined.
The paper introduces key directions of transformation of human resource management in the context of contemporary trends in industrial relations. The interaction of conflicting trends leads to polarization of company's human resource management strategies: control-oriented and commitment-oriented strategies. As a key factor influencing a company's adoption of human resource management strategies, the knowledge management strategies are discussed.
The article shows the importance of income as a factor that determines the quality of life and attractiveness of megacities. Peculiarities of level and dynamics of income of the population, scale of social stratification in Moscow and St. Petersburg are analyzed. The author studies the specificity of consumption and financial opportunities of residents of the two megacities in comparison with other Russian regions.

The paper presents the results of approbation of various bioclimatic indices as predictors of cardiovascular mortality during heat waves, and their possible use as a scientific basis for the development of preventive measures. It is revealed that the increase of ambient temperature entails additional mortality, especially among the elderly population over 65, which can lead to significant economic losses. During heat waves the most optimal index for predicting the thermal influence on human health and for using in heat warning systems can be Physiological Equivalent Temperature (PET).

The authors study the methodology for evaluating socio-economic development of regions, urban districts and municipal areas, formed within 2013-2017. Transformations in the structure of federal executive bodies have caused reduction of structures charged with assessing the socioeconomic development of constituent entities of the Russian Federation. Activities of their managers and the nature of information flows generated for the territory assessment in the public administration system have changed. The main trend is currently the improvement of the mechanism for rendering public services to the population of the country in electronic form.

Some problems of organization of stimulation of innovative development in modern corporate structures of the oil industry are considered. The source of incentives should be rent of industrial capital (quasi-rent), subject to withdrawal to the budget in the form of the corresponding part of the profit tax.

The author identifies and systematizes main opportunities for its development and offers some technological solutions. The experience of developing "smart cities" in the world is studied. The author determines difficulties, limitations and downsides of introduction and development of "smart city" systems in megacities.

The territorial structure of immigrants settlement in big cities is shown. Russian cities, including Moscow and St. Petersburg, are less attractive than other foreign cities for immigrants (except immigrants from the CIS). European capitals attract many immigrants, and they become a conflict arena for different ethnic and social groups.

Critical analysis of the existing approaches to the utilization of solid household waste in Russia. The authors formulate reasons that disable creation of a modern waste management system in the country. Some specific features and conditions of use of various technologies for waste recycling in megacities are determined. Positive foreign experience of separate collection, recycling and destruction of domestic waste is summarized, as well as prospects for its use in Russian megacities.
