Conceptual approach to development of mineral resources in the Arctic zone of Russia

The article assesses the possibilities and directions in terms of development of mineral deposits in the Arctic zone of Russia. Modern mechanisms and methods of government regulation of the development of Arctic resources - based on creation of supporting zones - are studied. Drawbacks of the developed toolkit are identified and suggestions for its improvement are formulated.

Digital constructs of visual modeling in sociological research

The article presents some new opportunities for social research in surveys of top managers of companies at the stage of formation of hypotheses and their correction in the process of using author's methods. Such studies feature simulation models in digital visual-graphic format. The main attention is given to description of research work consulting projects in the process of analyzing situations emerging in the process of management.

Evolution in the provision of interbudget transfers in Russia: new prospects

The article speaks about the evolution in the system of provision of intergovernmental transfers in the Russian Federation. It studies further steps that may be taken in this direction. It is shown that intergovernmental transfers in a multi-level fiscal system are aimed, on one hand, at increasing economic efficiency, and on the other hand, at minimizing negative effects of decentralizing spending commitments. According to the authors, ideally, a "model" budget should take into account how much budget money must be spent to use properly all the relevant powers. To add, to do it all taking into account climatic, geographic, and other objective factors.

Goal-setting in regional programs of small and medium-sized businesses in Russia (example of Moscow)

There are two principles coexisting in goal-setting of regional government programs for support and development of small and medium-sized businesses. The first one is understanding small business as a kind of autarky, a self-contained sector of the economy and social sphere of a territory. The second one is coordination of support in this sphere with basic directions of the social and economic development of a territory, including issues of steady improvement of quality of the population's life.

Influence of integration processes on the economic growth of Armenia thanks to its membership in the EEU

This work presents issues related to the impact of integration processes on the national economy of the Republic of Armenia. The author takes into consideration that in the first years of the country's membership in the EEU significant positive changes and tangible results cannot be expected. Nevertheless, it was determined that after three years of Armenia's membership in this regional organization the effect of integration has certainly influenced the country's national economy.

Information basis for identifying and assessing the development of innovation ecosystems in regional Russian universities

The article suggests some approaches to the development of a unified model for assessing the efficiency of development of innovation ecosystems in Russian universities. The information base of the study was the data collected after running the National Rating of Universities Interfax project.

Innovative potential of member states of the Eurasian Economic Union

The article considers prerequisites for emergence of the Eurasian Economic Union, within the framework of which it is intended to launch common markets for fuel and energy resources. Problems related to improvement of production processes tend to sharpen in the era of transition of developing countries to innovative technologies. The paper analyzes the innovative potential of the member states of the Eurasian Economic Union and suggests conceptual directions for its development.

Modern virtual business environment and peculiarities of management

The article is dedicated to the modern virtual business environment in the context of its impact on the development of management. The authors attempt to link the dynamic growth of information and communication market segments with emergence and development of virtual business environment. The article explores the reasons and events that had led to the emergence of "virtual business environment" notion, and its impact on the peculiarities of modern management. The aim of the study is to identify the peculiarities of modern management in organizations in the global world and growth of the importance of using virtual business environment to improve the competitiveness of enterprises. The main research methodology was: comparative analysis of sources; analytical method to identify positive and negative aspects of use of virtual business environment; synthesis method, which allowed to obtain substantiated conclusions, as well as the inductive method.

Productive forces of design, intellectual property and development of design and production on its basis

The productive forces of design (design, engineering analysis and technological preparation of production process), possessing universal design knowledge, are able to design varieties (modified versions within a kind) of products-carriers of intellectual property of parametric and functional-parametric quality. Organization of design of electronic models of the final product is based on choice (from previously designed ones) and development of newly created electronic models of intermediate intellectual property products (parts, assemblies, units), which allows to create world-class products. Production process of end products of intellectual property of parametric or functional-parametric quality is organized by assembling, on a single unified parameter, varieties of intermediate products of different property of parametric or functional quality.

Progressive update of long-term budget forecasts for regions

The article describes the development of budget forecasts for long-term period in all regions of the Russian Federation, as well as presents an overview of changes in the main parameters of regional budgets - which took place in 2018~- that determine the essence of these documents. On the basis of the study, some of problems of implementation of budget forecasts were identified, worth taking into account in further work with this type of documents.

Regional investment policy of Russia: main principles of the new stage on the example of Moscow

The article presents the evolution of regional investment policy in Russia, stages of its development and their main features. A new stage of the regional investment policy pursues changes of all the principles that were laid previously. On the example of Moscow, the main principles for formation and implementation of the new stage have been identified - they should be taken into account by executive authorities in regions of the Russian Federation. The author offers new methodology for estimating the effectiveness of the regional investment policy, to use by executive authorities in regions of the Russian Federation with practical purposes.

The objectives of sustainable development in public policy and strategic planning documents of the Russian Federation

The article presents a description of the degree of compliance of the Russian state policy with the concept of sustainable development. The state's achievement of sustainable development Goals at the present has been assessed, as well as the degree of presence of sustainable development Goals in the documents of strategic planning of different levels of management has been analyzed. On the basis of the analysis the key features of public policy affecting the success of achieving goals of sustainable development were revealed, as well as a number of problems of implementation of strategic goals and objectives that have a negative impact on the sustainable development of the object of management.

The role of patternalism in regulation of social sphere
