The article analyzes the key role of knowledge as basic productive force of modern innovation economy. It identifies the essential heterogeneity of knowledge — be it scientific-and-technological (tangible) and living experimental (intangible) knowledge. The author shows that intangible knowledge is immaterial work based on the ability of people to communicate and cooperate; it is autopoiesis, self-improvement, which develops through free cooperation, common culture and general knowledge. The conclusion is drawn that the state should create an economic, social and legal modernization environment, in which self-organization of people intensifies in making use of common natural and cultural heritage.

It is shown that governmental strategic planning is the most effective model and tool to ensure a balanced and sustainable development of economically advanced and also developing countries. The author holds, however, that the synergetic effect of this model of management can be achieved only if mechanisms of its elaboration and practical implementation are built systematically.

According to the authors, in Russia and in China organizations of women entrepreneurs are created to support, reinforce, business networking and effective activity motivation. The trend to establish corrective training is demonstrated by the example of Ernst & Young Academy of Business. Typical features of successful women entrepreneurs are identified.
