The essence of the recently approved Federal Law On the Russian Academy of Sciences, Reorganizing State Academies of Science and Making Amendments to Certain Legislative Acts of the Russian Federation is examined. Amendments to the Tax Code of the Russian Federation which provide for full-scale funding of Russian science are proposed.
The main scenarios of economic globalization which anticipate overcoming the embedded institutional divergence are considered. In line with the author’s arguments the scenario is preferable whose distinctive feature is a combination (on egalitarian basis) of capitalist and noncapitalist institutions.
Historical and legal issues linked with singling out the Arctic zone of the Russian Federation for purposes of its institutional regulation are researched. The author analyzes the list of regions included into this zone according to the draft law «On the Arctic zone of the Russian Federation» prepared by the Russian Ministry of Regional Development.

The present condition of the security problem of functioning solid household dumps is analyzed. The author stresses that dumps set up as environmental structures themselves are risk-prone sources, this requires that the established regulative mechanism in managing solid household waste needs to be enhanced.
The author features the role of state-private partnership in Russian economy. Conditions are formulated under which these relationships can convert into an efficient mechanism of sustainable development.
The specificity of Russia’s post-reform economic system development is investigated. The author demonstrates that in order to carry out a new industrialization in the country the economy should be planned and regulated and comply with the law of vertical integration.

Problems of economic development of Russia’s Northern and Arctic territories are investigated. Main principles are formulated which can contribute to develop a new state policy doctrine for these regions.
Approaches to the distribution of population in the country are researched. The author shows that under conditions of globalization the traditional center-periphery model should be renounced, preference should be given to a polycentric model.
