The article shows that the failed institutional reforms of the 2000s have largely been a consequence of the inertia and impotence of the obedient parliamentary majority, of failures and dysfunctions of the state in the legislature. According to the author, an objective need has become imminent to renovate professional ethics (morality) and shape a relevant ethical code as a codified corpus of rules, principles, ideals and forms of public servants’ practical conduct.

The article analyzes the phenomenon of information pressing in information environment of organization in the context of interaction with its organizational culture. Ways of localization and struggle with information pressing in the framework of organizational environment and the wave vector of organization are examined. The conclusion is made that information pressing should be a controllable process in a wave vector space of organization and thus provide for the organization’s efficient activity.

Strategic Planning in the Public Space of Conflicting Actors: A Decade-Long Experience

They also estimate retrospectively the efficiency of already accepted approach and consider prospects of its application in the future.

Trends and Problems of Russian-Chinese Boundary Trade Development

The article analyzes key trends in boundary trade development as a key direction in Russian-Chinese boundary cooperation. The current product structure of exports and imports in the Far Eastern border areas is examined, the conclusion is drawn that the markets of Russia’s Far Eastern federal district are, to a significant extent, dependent on trade exchange with China. Main problems, which cause a decrease in indices of boundary trade development and the necessity to solve them, are accentuated.
