A dynamic development of Byelorussian economy can be maintained by qualitatively changing the direction of foreign economic policy of the Republic of Belarus and Russia in accordance with requirements of the world market. Under these conditions, a sustainable, civilized and self-sufficient project is the expression of the pattern of mutual relations of the two countries.

The research made by the authors has helped identify a link between the strategy as lever of forming enterprise long-term competitive advantages, critical success factors and a balanced system of indicators. This approach helps present the strategy in form of strategic maps combining goals of various levels and measures to reach them, offers the chance to evaluate the impact of non-material resources on financial-economic results of enterprise operation.
In order to consider risks when planning investments in enterprises the following rule is used: the more risky the project the higher should be its efficiency. If methods implying discounting of monetary flows are applied for this aim discount rates - compared to their risk-free value - grow.
The practice of strategic management in Russian enterprises and the heuristic approach to their strategic management have much in common. In this method of strategic behaviour one can recognize the national management style of CEOs linked with still retained Soviet orientations at the teaching school.
The main condition of project implementation is a positive balance at every stage of calculations. In enterprises uniform management technologies - both vertical and horizontal - are lacking. As a result, every management level and every functional division has its own 'language', object, management technologies and methods, which hardly correlate with those of other divisions and do not help to create a common efficiently operating business mechanism.
The likelihood of not getting short-term profit in full because of lowering production efficiency under maximum use of production facilities, growing prices for production resources, decreasing export proceeds due to falling US dollar-ruble exchange rate - all that makes the methodological aspects of operative profit management highly topical for national enterprises.
The long-term economic strategy envisages overcoming technological lagging of Russian economy and forming a scientific-technological potential adequate to modern world development trends. With this goal in view, within the package of target federal programs, for the first time a weighty bloc of scientific-technological programs was formed. The success of these plans is based on an efficient system of strategic planning, which includes formulation of goals and mechanisms of how to achieve them.

Though the methodology applied in these systems is unable to substitute traditional cost calculations methods it can be used in parallel in order to timely supply the leadership with exact information necessary for decision-making
The model designed by the author of decision-making based on the composition of information management systems implies ranking of eventual variants of their formation according to preference. The use of this information as incoming data allows to avoid growing scale of attributes of qualitative type.
Successful transformations in an enterprise are only possible if based on design and documentary framing of an integral restructuring concept. A significant condition for its successful implementation is the availability of an information system in the enterprise with 'planning - implementation - control' feedback, which is aimed at timely received trustworthy information allowing managers to adequately react at changes surging in the enterprise.
The design and implementation of economic development strategy requires substantial input of time and resources as well as high organization culture. In every particular case multiple specific factors - beginning with geographical, production and sectoral, resource and potential specificity and ending with organizational structure and management staff potential - have to be considered.
The essence of budgetary services standardization consists in meeting social and technological need in resources necessary to extend services in the amount and quality set, and not in reflecting the social infrastructure existing at the moment. Associating efficiency management indicators with norms lays the fundament to objectively commesurate the levels of attaining tasks and federal policy goals.
Growing efficiency of enterprise management depends on solving two integral tasks - maximizing profit and minimizing costs. A worker's high readiness to efficiently comply with his duties correlates with a high-level development of institutes of reality, autonomy, self-perception and cognition.
