The article discusses the conception of company human capital management. The author states that in modern economy human capital of a company represents its highest value – intelligence and professionalism of its employees, their corporativity, method of their interaction arrangement. According to the author, the scheme of organizational human capital management structure in the company should proceed from company strategy, mission, ideology and basic competencies. The employees of the company should be motivated to improve themselves and the organization. This is the essence of setting up in the company a consolidating “energy of changes” engine.

The author shows the role of human capital theory in disclosing the notions of ‘information society’, ‘learning economy’ and ‘knowledge-based economy’. The thesis is advanced that all managerial decisions on employment, labour market, professional retraining should be based on existing theoretical knowledge of human capital. He concludes that health, migration, culture issues - as components of human capital - still do not occupy in theory the place adequate to their importance.

The authors compare factors contributing to increase the investment attractiveness of Russian regions and the number of running investment projects.
