The authors’ model of managing demand by changing the functional quality of product is presented, according to which product models of different functional quality are offered to different consumer price segments. The demand-and-supply curve of models for a changing-quality product is shown, this modifies the traditional perception of the market mechanism of producer — consumer interaction.

Economic Policy and Problems of Socioeconomic Inequality

The paper summarizes academic approaches to the analysis of the relationship of economic inequality and economic development. The authors show that post-soviet Russia is characterized by an unjustified increase in economic inequality against the background of growing number of the poor, deceleration of population’s real incomes and GDP growth caused by lacking coherence between priorities and economic reforms tactics on the one hand and the priorities and pace of social reforms on the other. It is proved that in shaping the economic policy it is necessary to develop the foundations of the welfare state and at the same time reduce economic inequality to the optimum level.

Formation of Interregional Institutions for RF Constituents’ Development Coordination

Theoretical and methodological premises are substantiated to set up interregional institutions for development coordination in the Russian Federation, which is aimed at overcoming imbalances in the development of regions and consolidating the country’s economic space. Ways are proposed to close the gap in management levels, one of these ways previews that principles and experience of economic zoning accumulated in previous periods of Russia’s historical evolution are to be applied.

The author proves that the critical condition of the economy is, to a large extent, explained by the quality of the HR component of productive forces, which, in its turn, depends on the quality of staff training system at all levels, and its scientific support. Recommendations of how to improve governmental socioeconomic policy in the field of professional training and science are exposed.

On the Mechanism of Ensuring National Anti-Drug Security

The author sees the solution of the multidimensional problem of drug trafficking and drug involvement of society in developing a comprehensive mechanism for national anti-drug security. In his opinion, globalization of contemporary life requires adequate changes in forms and methods of combating the global threat of drug distribution, as well as a new paradigm of global anti-drug policy. He proposes to create a Russian state-run corporation aimed at cooperation with Central Asian countries, whose activity would distract these countries’ population from participating in drug production and distribution.

Problems and Priorities of Energy Development in the Russian Arctic in the Context of Climate Change

The energy supply specifics and problems in the Arctic zone of the Russian Federation (AZRF) are investigated. The effect of climate change on AZRF energy development is described. The dynamics of the heating period duration (up to 2050) is evaluated in view of the advancing warming trend in the region. The directions of energy supply systems development in AZRF are formulated with a view to leading-edge energy technologies (including renewable energy sources).
