The article analyzes the causes of serious discrepancies in actuarial valuation results in relation to differences in the methodology of actuarial calculations and the statistical resources of Russia’s Pension Fund and Russian Federal State Statistics Service used for assessing information. The article presents the outcomes of testing the approach to coherence analysis of various administrative-territorial level strategies. The results mirror the degree of coherence between ten pairs of municipal- and regional-level strategies. These results show that, in general, strategical documents of major cities are not in contradiction with regional strategies.
