An algorithm to assess business processes ranking by applying analytic hierarchy process is proposed. The article researches the reasons for withdrawing tens of millions of hectares of agricultural land resulting from heavy management distortions in the agricultural sector of economy. Factors are disclosed which produced a precipitous decline in agricultural and livestock production against its low growth level over recent years. A comparative evaluation of land reclamation 63 years ago and modern agrarian transformation results are presented. The significance of the experience of that epoch for current management practice of the agrarian sector is justified.

The paper demonstrates the possibility of Russian economy functioning under present day sanctions policy. As a sovereignization-aimed tool, the author puts forward a provision of the need to transition to a new and more perfect production mechanism than the one in use in industrialized countries. The basis of the proposed mechanism lies in applying intersectoral inter-firm cooperation.

The general condition of RF rural territories is assessed as unstable and displaying pronounced degradation signs - that does not meet either modern development trends of agrarian civilizations, or Russian national interests. Organic management principles open up new chances for sustainable development of the country's rural territories, this is due to a unique combination of low-tech farming practices, a relatively liberal situation on the land market (despite land legislation incapacity), serious and at the same time underutilized national human and scientific-and-technical potential.

Factors are determined, which influenced the elections procedure: voting algorithm, labour market instability as a consequence of financial crises, consumer society formation, the country's foreign debt.

Main problems of Russia’s Northern regions and foreign experience in implementing development strategies of Canadian and US northern territories are regarded. Tools are outlined and recommendations are advanced to improve economic development management in northern territories of the RF taking into account native minorities’ interests. Through the example of the Republic of Sakha (Yakutia), a new role of business in the development of the North is proved. The conclusion is drawn that - under complicated conditions of a change in the geopolitical situation, existing problems of and imbalances between Russian regions - consideration for native minorities’ interests is a necessary condition for effective territorial development.
