In 2017 the Bank of Russia published the concept of introducing risk-based supervision of insurance companies, based on the Solvency II Directive and on international experience. Currently the regulator is conducting the first quantitative study aimed at studying the readiness of companies to implement the concept, as well as the impact of its application on the financial position of insurers. This concept provides the reformation of the company's management system, requires companies to expand the functions of accounting, internal control and risk management, actuarial unit, ИТ with the use of advanced scientific approaches and developments in particular of software for accounting, control, actuarial calculations and risk analysis. Concept also provides training and hiring additional employees for the Bank of Russia. This will increase the financial burden over a period of 2-3 years, but will increase the stability of the insurance industry and its financial attractiveness in the long term.
The practical method for calculating modified and unmodified multinomial bounds is considered in this article, which allows obtaining more accurate estimation of the upper error bound. This allows increasing the efficiency of the audit and reducing the cost of sampling procedures with retaining the proper quality of audit.

The first part of the issue contains a critical analysis of the literature in sphere of liquidity and turnover.
