The curriculum development requires attention to the individual, social and national needs. Lifelong education has become the subject of ongoing systematic research. The author examines the main elements in the monitoring of the complementary vocational training system. Specifically, the article shows the basic concepts of monitoring in this area, the role of participants, and their interests. The author explains how different monitoring techniques reveal typical consumer preferences.

The correlation study of social concepts such as culture, economy, and power is motivated by the fact that for a long time in the Russian social science the dominant idea has been the priority of material aspect in social life over the spiritual life; that is, socio-economic factors prior to spiritual and psychological factors. Reassessment of priorities in social development requires understanding of the principle that the material wealth of society is just an inner form of culture, and its genuine content is the human development, including the enhancement of fundamental strength and creative opportunities.

The craftspeople of Veliky Novgorod and the Northeastern Russia reveal the original form of Art; the exchange of techniques among artisans leads to the mutual enrichment and the improvement in skills of jewelers and blacksmiths. Specifically, the artists use their own national skills as well as the knowledge gained from their Byzantine colleagues.

Culture manifests itself fundamentally through the concept of spirit, especially in the personality development; however, not primarily through the material wealth, while both concepts are interrelated. Spiritual aspect of a personality allows assessing the value of each individual, but lack of spirituality leads to herd mentality. Therefore, music as part of cultural domain has ambivalent influence on people; that is, they can experience contrasting feelings. Generations transmit values common to all humanity, but every time with a modified content. The sociocultural value of music is increasing with the dramatic changes in society. Thus, society should use music to support the transfer of spiritual values serving as a basis for human life.

Eschatological problems, the concept of the downfall of history, require theoretical analysis and systematic philosophical reflection. The current state of society, for example, may be viewed as a global discourse or as continuing apocalypse; that is, the concepts of Eschatology, Apocalypse, Postapocalypticism, Millennium are simplified and used in a popular jargon, as a fashionable brand, or the end of the world-type game. Theologians and philosophers discuss the need to restore a genuine understanding of complex metaphysical concepts, like death and life, the end of the world, and the downfall of history.

The power of attorney is an instrument that supports civil rights. It is valid when there is a will and its expression as well as the absence of any circumstances that alter the initial arrangement of the person authorizing the other to act. The law requires the power of attorney to be completely honest with and loyal to the principal in the dealings. The will and the expression of the will must be consistent; the inconsistency means the deal is invalid. Moreover, the effect of the power of attorney ends when, for example, the authorizing person decides to cancel the agreement.

However, both uncontrolled environmental factors, and the human culture dramatically influence the state of the environment. The author investigates the following ethical, criminal, and legal aspects: ecological culture, the responsibility of individuals, and the legal instruments that could encourage people to be active in solving the environmental problems.
