With the process of European Integration of Higher education under way and the Russian Federation building up social, political, economic and cultural relations with its European partners, the development of intraurban, domestic and international academic mobility of Russian HE student is gaining momentum, attracting increasing numbers of HE institutions. The article analyses student academic mobility, focusing on the concepts of ''mobility'' and ''academic mobility'' as well as the students'' stance on academic mobility and the state policy in regard to the phenomenon. The article deals with the statutes and regulations concerning organization of and conducting all-Russia student competitions. The authors consider the prioritized directions of modernization and technological development of Russian economy and the labour market requirements, identifying the guidelines for improving the legal base and proposing incentive measures, such as (1) promoting student competitions in the framework of Russian higher education, (2) conducting contests, intellectual competitions and professional tournaments, integrating these with high-school pupils competitions, (3) selecting host educational institutions for competitions, (4) in-class identification of capable students.

В статье рассматривается преемственность элементов образовательных и производственных технологий. Отмечено, что концептуальные нововведения в науке и технике способствуют по- явлению в научном и техническом мире активного развития современных аналитических техноло- гий нового типа. Опираясь на новые направления в науке, технике и технологии рассматривается одно из них, наиболее актуальное в настоящее время - нанотехнологии. Отмечено, что в научном 61 ОБРАЗОВАТЕЛЬНЫЕ ТЕХНОЛОГИИ и техническом мире появляются и активно развиваются современные аналитические технологии нового типа, теория которых базируется на положениях адаптивной логики. Затронуты вопросы важности использования искусственных нейронных сетей в решении прикладных задач. Важность подобных технологий подчеркивается тем, что они будут способствовать решению некорректно поставленных задач, часто возникающих в практической деятельности человека. Приведены практические результаты адаптации технических и технологических решений к условиям их функционирования. Дается понятие алгоритма групповой технологии производственных процессов. Отмечено, что образовательные технологии современности опираются на дихотомические методы и адаптивные системы обучения. Подчеркнута важность применения на производстве и в различных промышленных системах интеллектуальных нейросетевых контроллеров, которые смогут распознавать потенциально опасные ситуации, уведомлять о них людей и принимать адекватные и, что самое главное, своевременные меры.

The article discusses the use ofthe «Case analysis» method in teaching students a foreign language at higher school. Acquainting the reader with the history and development of this method, the paper provides a detailed comparative analysis ofthe «Case analysis» and the method of problem analysis taking into consideration the experience of using it in the Russian higher education environment. The article presents the advantages and disadvantages of both methods when teaching a foreign language and provides an execution plan for working with foreign-language material in the context of modular training and the above-mentioned techniques usage - the stages of implementation, a plan diagram, evaluation criteria. The author also emphasizes the necessity of additional training for teachers.

According to the data provided by the World Health Organization, 20% of personal health is determined by hereditary biological factors, 20% is accounted for by environmental variables, a minor fraction of 10% depends on the healthcare system, and a major of 50% of personal health is related to individual lifestyles. With over a third of Russia''spopulation neglect health issues, top national priority is given to new initiatives within the framework ofthe National Project ''Health'', as well as other state projects designed to promote healthy lifestyles among all the age groups.

The article suggests that professional training of highly qualified personnel for the fashion and beauty industry should take into account a comprehensive study of the methodology of creativity in a range of areas that would-be specialists can be engaged in. The methodology of creativity is also implemented in the creation of fashionable clothing designs and the processes of their establishment in the fashion industry. The authors consider it plausible to teach disciplines focusing on consumer modeling and finding entrepreneurial comprehensive solutions to organizational and economic problems typical of the fashion industry.

The article analyses the issues of modern professional education and reveals the basic differences between academic education and holistic education, referred to as ''competence-building''. The article touches upon the Bologna Process and its implications in terms of student, faculty and educational advisor adaptation. The author dwells upon the principal competence constituents, and the optimization opportunities that the competence building approach offers for effective personnel management. Finally, the article substantiates that business training proves to be a highly efficient instrument of compensating for the shortcomings of modern professional education.

The article is devoted to the issues of developing spatial and ecological competence of students majoring in tourism at secondary vocational education institutions, and the relevance of introducing the geo-ecological aspect into the learning process with a view to improving the quality of training. The authors present a block-structure model demonstrating the process of developing the spatial and ecological / earth-and- environment competencies, analyse relevant empirical research, and provide the rationale for introducing new educational standards of the third generation (discipline: ''Geo-ecology and tourism'') into the 100401 «Tourism» curriculum.

The article highlights the problems of knowledge-oriented society development in Russia. According to the communication development policy concept ofthe Russian Federation, communication / information policy is to be viewed in terms of Russia''s transformation into a knowledge/information-oriented society. The concept identifies three priority areas and top goals which are major challenges to the process of building up a knowledge/information-oriented society, namely: (1) the development and implementation of a requisite technology base; (2) Russia''s close international cooperation in creating its strategy for a transition to a status of a knowledge/information-oriented society; (3) creating the social, economic and cultural conditions to facilitate the process of transition. The concept holds that the success of the transition towards a knowledge/ information-oriented society is dependent on the knowledge/information readiness ofthe society. The authors analyses the documentation and literature dealing with the stages of creating the concept of the state youth policy ofRFand identifies the role ofcommunication/information policy for the state youth policy as well as its newly-acquired features that evolved in response to globalization and knowledge/information- oriented society development. The author concludes that the informational localization of Russia''s younger population is accountedfor by (1) the hard factors of their lifestyle, which coupled with high regional diversity and differentiation breed a great variety of thesauri, and (2) cementing network communities, which enable their members to satisfy their informational needs independently ofthe state or social structures.

According to the new federal educational standards, higher education curriculum is to be job-task-oriented. One of the higher education priorities is providing quality professional training. Student knowledge and competence are evaluated in terms of quality and completeness through on-going monitoring, interim assessment, and state final certification. Students are required to ensure continuous academic development and meet the specified standards of knowledge. The faculty are to ensure continuous professional development, improving individual subject knowledge base, sharing knowledge in class through various methods and teaching techniques, adherence to knowledge-measurement requirements and procedures. For the purpose of knowledge quality evaluation higher education institutions are to provide comprehensive, continuous and fair competence - based assessment procedures. The article deals with a web 2.0 based point-rating knowledge-evaluation model designed to ensure the effectiveness, reliability and consistency ofthe evaluation results. The authors dwell on the point computation algorithm applied to the in-class and project activities ofthe students, identify the evaluation criteria, and lay out guidelines for creating an academic rating-based course schedule. 49 ОБРАЗОВАТЕЛЬНЫЕ ТЕХНОЛОГИИ The article also presents a scheme for the implementation ofthe information point-rating-support gantry- mounted tracking system, provides links to the Russian State University of Tourism and Service operating student gantries, and summarizes the results of new technologies implementation.
