This article is another publication of the research results of foreign models of training for the tourism sector. All the author's publications are based on a single cycle of a conceptual representation of professional education in the field of tourism as an activity-system which has its own goal-setting and invariant and variable structural elements, super-system limiters, resources, and so on. Comparative analysis of foreign models of training for tourism allows identifying the essential characteristics of the basic structure and content of models, which affect the efficiency of education systems, which in turn means the maximum achievement of the purposes of educational activities for their participants.In order to analyze the model of training for the tourism industry in Norway were used the author's own methods of analyzing the structure and content of vocational education in the field of tourism developed in order to study quantitative and qualitative parameters of education. As sources of information the author uses both secondary (research reports, statistics) and primary (results of surveys and interviews with representatives of education, students; pedagogical documentation) sources. The study of the Norwegian model of training for tourism includes: a research framework of conditions for the establishment and development of a training system for tourism in Norway; a study of tourism employment in Norway, which has a pronounced specificity (seasonality, alternative forms of tourism); a study of the structural features of the formation and continuity of educational levels. Of particular interest are the results of a study of factors affecting the consumer subsystem parameters, in particular, focus on student training; validity of educational levels and modules which direct education at the development of human resources.The results of the study lead to the conclusion about high levels which characterize the consumer subsystem of the system of professional education in the field of tourism. It is also possible to formulate an assumption about a correlation between the indicators of competitiveness of the tourism sector (in terms of the parameters describing human resources) and the indicators characterizing the consumer subsystem of the training system for the tourism sector.

This article was prepared according to the results of the scientific research conducted at Russian State University of Tourism and Service in the framework of the research project «Development of the project sectoral qualifications framework in the field of public services». The need to develop sectoral qualification frameworks is due to the need of the strategy of learning throughout life in the light of technical, technological, economic and other changes in service in general and consumer services in particular. Detailed design of the project was preceded by an exploratory phase, which main objectives were: 1) the study of the content of the federal state educational standards of primary, higher and vocational education in relation to the area of service and consumer services by parameters such as the type and characteristics of the professional activity of graduates and professional competences; 2) identification of ways to achieve the appropriate level of qualification by type of employment in consumer services by major industry groups in services in accordance with the levels of the educational system (VPO, SPO, NPO). The results obtained by the authors at the research stage formed the basis of this article. The empirical base of the study was the educational standards of professional education, which can be used directly or indirectly for the analysis of the requirements for professional activities of employees in the service, especially public services. Particular attention is paid to appropriate content types of jobs in the service and consumer services, for which the requirements are set out in the drafts of improved federal state educational standards of higher education. The result of the study was the authors’ model of continued professional education in the field of services and consumer services.

The article examines the role of conflict in the development of professional motivation of students of tourism universities. In this context, the use of educational technologies and context-based learning is at the focus of the study. The authors conclude that the above mentioned types of training, being conflict-help in their nature, assist future managers of tourist areas to know and understand themselves and the profession, to compare their professional capabilities and performance with the capabilities and achievements of others. The authors stress the progressive and positive impact of the conflict on the development of professional motivation of students of tourism universities. The evaluative, intrapersonal and interpersonal types of conflicts are identified. Attention is paid to the causes of conflicts for tourism students in the learning process, identified are the most effective strategies for student behavior in conflict situations. Tricks of technological assistance are shown for teachers responsible for directing the activities of the students to facilitate the acquisition of professional experience in solving conflicts, creating situations for student success, promoting professional growth and, as a consequence, the development of a conscious professional motivation. The study represents an attempt to prove that the conflict resides in the process of obtaining vocational education, as an essential attribute of students' professional identity development and indicating the intensity of that identity's evolution. And that is in itself an important factor in the development of professional motivation of the future managers in tourism-related areas.

In connection with the entry into force of the new law «On education» the reforms of the national higher education received an additional boost. Improved standards of the third generation «FGOS 3+» has opened up great opportunities for the development of professional education in various areas of training that allows to fully take into account industry-specific features and requirements of business communities. Therefore, the most important task of the present stage of the reform of higher education is the adaptation of modern educational trends in the development of main educational programs of undergraduate and graduate levels. The article is based on a study conducted with direct participation of the authors, the main result of which is the development of an academic main educational program for the undergraduate level in the field of study «Tourism». Directly this article deals with the optimization of curricula that are «core» of any educational program. The results obtained directly by the authors are based on a fairly extensive empirical basis, which consists of curricula and basic educational undergraduate programs developed by higher education institutions - the recognized leaders in the field of tourism education. For the undergraduate level in the field of study «Tourism» the authors formed a competence model for academic Bachelor in tourism, taking into account the possibility of academic mobility, and consisting of a modular curriculum that includes 27 academic disciplines (modules). It should be noted that both the curriculum and the exemplary educational program as a whole meet the requirements of the federal state educational standard of higher education and take into account the demands of the modern business community regarding the training of future bachelors in tourism.

The economy of the tourist market is formed and functions on the basis of integrated-interdependence of enterprises in the region, the activities of which are directly or indirectly linked with the economy of tourism; the preservation of the ecological balance of natural resources and historical and religious sites to recreational areas. The objective and desired result of regional economic development is to create, maintain competitive advantage and achieve a higher level of competitiveness as a whole sphere of tourism. Profiling of the region should be aimed at creating a highly tourist center of international level that will enable the long-term economic development. The actual content of the concept of tourism identified in the course of the collision of these positive trends and negative results, and will largely depend on the overall situation in the country, but on the other hand, will largely determine the economic situation in Russia.Different types of tourism activities correspond to proportionate travel areasl, which are part of the social space combining a set of interconnected natural and socio-economic conditions that are used for the tourism industry. The size and composition of the internal organization of the tourist area has a hierarchical structure. The author analyses the structure of the regional tourism market and its actors as well as main approaches to the formation of the concept of governance tourist complex in the tourist region. The article is aimed at discussion on approaches to spatial and regional clustering of tourist areas, the basic conditions for the creation of tourist clusters, for the establishment and management of the tourism cluster.

The article examines some of the features of service in the Republic of Dagestan. The paper provides a specific statistical evidence of uneven development of the service sector in the region, including a faster growth in the average monthly wage in some areas of the service sector. In particular, there is a relatively lower level of demand for jobs among service workers, workers in housing and utilities, trade and related activities (5.3% of total demand) whereas for those professions there is an above-average wage growth in comparison to the whole economy. Thus, the average monthly wage in the hotel and restaurant sector in January-May 2014 compared to the same period in 2013 was 134.1%, which is almost 23% higher than the average salary increase for the whole economy. Particular attention is paid to the spatial organization of catering in Makhachkala. As a result of cartographic data placement of objects and their subsequent analysis identified are 6 specific territorial zones of the urban environment in which the great bulk of catering is concentrated. The author assumes the existence of a positive relation between the placement of enterprises and the location of the major higher educational institutions of the city, which indicates the orientation of catering on the student youth as the main consumer of goods and services. The methodological basis of the research is comprised of general scientific methods and particular studies of the phenomenon of «service area». Comparative analysis as a scientific method has allowed revealing the features of the organization of the service area, relative to the other spheres of economic activity. Among other methods actively is used content analysis of Internet resources, involving quantitative calculation of the control units (keywords).

The article describes the tourist destinations of the Moscow region, defined as the most important points to attract tourists, which development will contribute to the intensification of tourism development in the region. The program for the development of the inner and inbound types of tourism is a priority for Moscow region, as it allows to significantly increase the profitability of the local budget. This requires the implementation of measures of regional brand management. In particular, the identification of key points, destinations, their propaganda as major centers of tourist interest, market positioning of tourist product supply, new directions and packet services. The region has adopted and actively has been implementing the «Concept of tourism development in Moscow region», which identifies and lists 33 «objects of attraction» for tourists, and these objects are distributed among four «supporting tourism and recreation areas».The categorical composition of these objects is visualized on the thematic map «Major destinations and tourist and recreational areas of Moscow region.» As the results of the quantitative and categorical analysis of the most attractive objects of the Moscow region show, they are clearly dominated by cultural and educational, historical and architectural sites. A significant number of objects represent the spiritual heritage of the Russian people. Natural and industrial objects are represented to a much lesser extent. To some extent, the list of objects can be considered as representative of the entire Moscow region, but in territorial terms, they are spread unevenly and very poorly represented in the eastern supporting recreational area.The article presents the samples of the information and illustrative brochures, developed by the author, describing their unified structure and illustrations. An important consequent task is the need to further popularize and publicize tourism opportunities of these sites, the creation and maintenance of tourist information centers for them, the development of integrated tourism package proposals designed for long-term visitor.

The article describes the system of education in the republic of Turkmenistan, the stages of its reform undertaken in the past decade and problems arising from the changes in the first years of the country’s independence. Particular attention is paid to such issues as decreased time of training, unsatisfactory volumes of subjects, teachers dismissal as a consequence, the transition from five to two-year training in higher education institutions, bringing students to harvest cotton during the school year, weak material and technical base of educational institutions, lack of equipment, lack of complete sets of textbooks, etc.The article presents the main indicators of the state and development of the education system at the moment. Considered in detail are the system of primary, secondary and higher education, their specific features. Particular attention is paid to the importance of establishing private universities in the country as a necessary element of competition in the education market and to attract highly qualified teachers from Turkmenistan and from abroad. The author identifies the need to analyze the structure of demand for labor, in order to plan the number of graduates of vocational education institutions in accordance with the needs of the labor market. The author highlights the essence of the reforms in education in the country at the present stage. The article stresses the need for further modernization of the contemporary system of education in Turkmenistan to ensure all segments of the economy are supplied with highly qualified specialists and, as a result, successful integration into the system of international economic relations is taking place.

Modern realities of tourism development and education in Russia are characterized by high demands for future professionals in the field of service and tourism. Therefore, the problem of integration of distance learning in the process of training in the field of tourism today is very relevant. In this paper we propose a technique for distance courses «Tourist Regional Studies», combining elements of distance and e (open) courses for the training of specialists in the field of tourism. In the paper the steps of creating the course are identified and characterized, the peculiarities of elective courses in distance learning are established, and a general scheme of the distant course «Tourist Regional Studies» is developed. Fulfilled the task of identification and description of the main structural elements and forms of presentation: online lectures and webinars, electronic lecture, test and professionally oriented online assignments, discussions on forums, etc. Analised are specific forms of work for the course «Tourist Regional Studies» such as video and 3D-guided tours which ensure the visibility and effectiveness of learning. An important feature of the course is the possibility of converting all materials created by the students during the study course «Tourist Regional Studies» (with retaining the copyright) in educational tools that can be used as illustrations of standard products or information sources. The authors highlight the importance of implementing distance learning forms of independent work, as well as motivational blocks, such as «A metaphor for the course», «I wonder», etc. Attention is paid to the experience of creating the course «Tourist Regional Studies», tested in the course of training students of «Recreational geography and tourism» and identified are the functions of this course in the training of specialists in the field of tourism. The authors describe a pedagogical experiment of engaging tourism specialists and practitioners in the process of training in the field of tourism distance learning. Revealed that the introduction of an optional distant course «Tourist Regional Studies» in the traditional training improves the quality of knowledge of future specialists in tourism, as well as provides them with the skills of independent research and creative initiatives.

The article is about the development and application of methodology for assessing small business development areas. Assessment objects are made of municipal and urban populations of the Volga Federal District, the subjects - the size (scale) and the level of economic development of hotel and restaurant service small businesses in municipalities. The size of the economy of small businesses was estimated in ppm of the total values of the Russian Federation, the level of development - on the scale of the stenos. The basic informational materials were continuous observation of the activities of small and medium business by Rosstat.The significance of assessment criteria indicators is determined by their statistical comparison with the vector, which was obtained by the quantitative classification of municipalities and subsequent logical ranking of derived class objects. The evaluation results were mapped using geographic information systems. Cartographic works have shown that the extent of geography and level of development of hotel and restaurant activities in the form of small business is correlated with population size of municipalities, as well as their location relative to major highways. Local exceptions toward high or low levels of development of municipalities are mainly due to the infrastructure belonging to public or private sectors. Thus, the technique allowed to identify spatial patterns of development of the economy of hotel and restaurant services, represented by small businesses in Volga Federal District, which comply with the provisions of modern science. In conclusion, the specificity of the proposed method and its main advantages are highlighted.

The article deals with the network-centric management model for tourist destinations. The model is based on the use of modern information technology and the network system of the organization of information exchange between destinations and consumers of tourism services as well as marketing organizations. Networks are considered as «clusters» or aggregation structures consisting mainly of small and medium tourism enterprises that are using web technologies and modern market interaction and thus help each other (the principle of «B2B»), giving customers a complete package of tourism products and services. We consider the principle of self-synchronization in the construction management of network-centric destinations, allowing the tourist and recreation structures to organize themselves «from below» and not to be reformed administratively. In the framework of the synergetic approach the concept of «attractor of tourism and recreation» is introduced. It is shown that the development of this idea is associated with the concepts of the fluctuations of chaos, bifurcation, dissipation, diffusion of innovations, i.e. a new conceptual apparatus, including those notions related to the theory of catastrophes. It is concluded that the initial methodological basis for solving network-centric management problems of large tourist and recreation system is the principle of graph-dynamics representing a promising direction in management theory. The strategy of «borrowing» is elaborated with regards to the application of the mechanisms of diffusion of innovations and advanced technologies in the tourism and recreational tourism industries in the regions of Russia. It is concluded that the process of diffusion of innovation and advanced technology implies a large number of small and medium enterprises, as well as innovative infrastructure that will allow these companies to create effective cooperation ties in the field of tourism industry. A multi-network scheme is proposed for innovative development of tourist and recreational areas which includes an educational segment.

This article is a continuation of the study by the same authors on the relationship of mathematics achievement in high school with academic performance in mathematics and other subjects at school. Adding statistics on students of the first year of Russian State University of Tourism and Service allowed to increase the sample size in several times and to obtain more reliable results, which were originally obtained only for students of Finance and Technology Academy (FTA).Data was collected from 104 students FTA of the first year (2013/2014 year students) and 290 students of RSUTS of the first year (2012/2013 year of study), and the later were represented by 180 students from the Faculty of Economics (FE), and 110 students from the Faculty of service (FS). For FTA the data contain the following parameters: the average score in mathematics in the certificate, the USE in math, USE in Russian, a total score of USE (Unified State Examination) to enroll in college and academic performance in high school mathematics. For RSUTS the data was obtained on the same parameters, except for the average score in mathematics in the certificate. For these parameters were found accurate interval estimates of the correlation coefficients, as well as histograms of frequencies to test the hypothesis of normal distribution. For statistical calculations and histograms the authors used formulae of mathematical statistics and computer software for statistical data processing STATISTICA.The study of interval frequency parameters showed that the USE in Russian has a distribution of frequencies close to the normal law. While the frequency of USE in math scores is significantly different from the normal distribution. This suggests a significant impact on the results of USE in maths by factors which do not possess the nature of the random deviations. It is shown that admission to university, and as a result a new life stage, a change of scenery and teachers provide students with additional opportunities in revealing mathematical abilities.

The article presents an alternative model for updating curricula in the College of Tourism, in accordance with the requirements of the labor market. The main purpose of the model is to achieve a level of professional education necessary for and adequate to socio-economic needs of the society, the state educational requirements and European standards. The article characterizes a number of measures and procedures to improve the quality of training and qualifications for future tourism personnel in the service sector. For this purpose the author proposes permanent development and implementation of educational concepts in the following areas: updating curricula with practical application of cases of different academic disciplines; setting tasks that involve creativity when there is a decision-making process in unusual situations; development of students’ ability to work in a team; improving the quality of the theoretical training of students; a wider integration in the educational process of information and communication technologies; higher quality of teaching which include the use of interactive methods that provide the cognitive activity of students in the learning process; an active use of the material and technical basis in order to increase the effectiveness of training; use of the library fund, computers and Internet connections in order to improve the students’ activity during lessons. In line with the model updating educational programs is conducted annually and is associated with the need to achieve compatibility between the requirements of the labor market in the face of employers and the skill level of students graduating from educational institutions. Essential component of the model is obtaining professional qualifications for students through the use of practical experience, obtaining specific professional knowledge, practical skills and betterment of skills.
