External Debt: Recent Theoretical and Practical Issues

This article deals with theoretical and practical approaches to external debt to date. Based on the balance of payment theory, intertemporal external debt constraint model, financial theory of comparative return on assets, external solvency conditions it provides a theoretical framework of external debt. It contains the analysis of special features of foreign indebtedness in developed countries as well as in the emerging countries. Special attention is paid to external debt issues in the emerging markets which have been revealed within the global economic crisis in 2008–2009. It is concluded that financial sustainability plays a crucial role in supporting external solvency under the economic shocks. The article focuses on drawing up measures that limit short term capital flows in post crisis era.

Features in the Adoption of Video Conferencing Technology to Educational-Research Activities of the University and its Units

The information interaction of teaching and scientific process participants based on videoconferencing (VC) technology is discussed in the paper. The technology enables real-time hardware and software using for remote computing exchange of audio and video information. The relevance and role of videoconferencing in education and research process is determined, an analysis of possible solutions for the use of video conferencing services on the Economic Faculty of Moscow State University is done, the choice of the best options to use video conferencing service for faculty is substantiated. The possibilities of video conferencing using at the department and individual use of the teacher are discussed.

Influence of Ecologization of Energy Sector on Human Development

Clean energy development is considered as important for ecologization of energy sector. Clean energy is a factor for growth of human welfare in regions, increasing income of the population and saving the quality of environment, which is connected with technological flexibility and availability of energy sources. Development of clean energy in Russian regions requires improving economic institutions (decentralized grid, climate agreements ecological expertise), social institutions (education, and environmental education), internalization of both positive and negative externalities, and for population in particular. Currently, the regions, which needed the clean energy development don't have sufficient investment opportunities for self-financing of the projects, therefore, the special mechanisms are needed.
