The analysis of parameters of joint implementation projects in Russian forestry («Kyoto» forests) is given in the article. It is concluded that the most profitable types of such projects -creating forest shelter belts on farmlands in the European-Ural part of the country. Two factors are important for achieving high return: the price on emission reduction units should be no less than 15 dollars per ton of CO2 equivalent and area of forest plantations should be at least 3000 ha.

In this article the author defines a place and a role of Environmental Impact Assessment (EIA) in the system of environmental regulation in RF, analyzes tendencies of the development of this tool during the post soviet period and compares its effectiveness with the advanced international practice. The author has shown that changes in Russian legislation, in particular, the new edition of the Urban code, have impaired EIA importance as a tool of environmental regulation, have broaden legal uncertainty and have failed to provide feedback mechanisms necessary for efficient control. Analysis of Standards on Social and Environmental Sustainability of financial industry «The Equator Principles» for identification, assessment and management of social & environmental risks related to project financing has revealed fundamental differences between the IFC Performance Standards and Russian legislation requirements to EIA. All the above allows to conclude that currently there is no balance between stimulation of business development and its environmental regulation in Russia.
