Analysis of Municipalities Regarding the Development of Federally Protected Nature Reserves

Creating federal specially protected natural areas (FSPNA) is one of the most effective forms of environmental management. The process of FSPNA territory expansion should begoverned by a comprehensive assessment of the need to increase the area withdrawn from economic land use, including an in-depth socio-economic analysis of the area under consideration. Using methods of statistical analysis we explored the possibility of Rosstat municipalities’ data and other publicly available data, to evaluate the possibilities of FSPNA creation and development. Besides, a methodology of constructing an integral characteristic of a municipality for developing a socio-economic justification for the organization (or development) of FSPNAis proposed. The integral characteristic is built on the basis of the principle component analysisand is used to assess the sustainable development level of the territories. Nizhny Novgorod region was taken as a research object. We identify municipalities of the Nizhny Novgorod region, which are promising for the nature protection activities,related to the FSPNA development. The results of the work can be applied while carrying out similar studies in other regions of the Russian Federation.

Coupon Rate Modeling for Mortgage-backed Securities Primary Market

Russian mortgage-backed securities (MBS) market is a factor of great social and economic significance as its development stimulates mortgage lending and nurtures demand for residential properties. The market development is determinated, inter alias, by growing issuance volumes that imply setting issuing parameters maximizing transactions volume. The article presents a methodology for setting up MBSs coupon rate during initial placement. At the first stage two coupon rate regressions are estimated: one is based on investor’s required rate of return and the other one - on originator’s coupon spread. Then, a forecast range coinciding priorities of both investor and originator is calculated. The range reflects optimal coupon rates that maximize transactions volume. The models are based on least squares method and employ data on 122 Russian MBS tranches issued between 2006 and 2016. The model showed high predictive power: actual rates matched forecasted ranges. The proposed approach increases the awareness of MBS market participants in making their investment decisions thereby enhances market efficiency and promotes its development.

The article offers a survey of some of the ideas of Karl Marx in the context of the subsequent development of the new institutional economic theory in the 20th - early 21st centuries. It discusses various aspects of the unity of the historical and the logical in Marx’s Capital in the light of various ways of combining the historical and the theoretical in economic research, including a new economic history. The article considers the issues of the linkages between the problems of import and transplantation of institutes and the export of production relations, as well as the interaction of institutes and technologies, but in the context of the contradiction between productive forces and production relations, and possible parallels between the initial ideas of transaction costs and costs of circulation in the second volume of Marx’s Capital. It discusses the fundamental question of the absolute law of capital accumulation in the context of two key aspects of institutes - coordination and distribution.

The study used comparative and cross-cultural analysis, materials sampling, expert assessment. The results can find application in the clarification of strategy of development of ecological tourism in Russia as a whole and in its separate regions, the rationale for targeted programs, special economic zones and clusters.

Tourist Attractiveness of the Central Federal District Regions in the Internet

The article is devoted to investigation of methods to improve tourist attractiveness of areas of the Central Federal districts with the help of internet sites and activity in social media. Literature illustrates the direct impact of social media on increasing region’s touristic attractiveness. In budget restriction conditions the development of touristic strategy and its realization may be very expensive project for small cities, but developing news streams and social channels, due to possibilities of content generation by users, can be outstanding opportunity to raise the touristic attractiveness. The author conducts the research of touristic services volume, growth rates of Central Federal districts, and correlates them with the tourist portal development and social media activity. The data shows the bigger influence of social media activity on tourist services volume than attendance of internet site.
